STAFF REPORT The proposed formation of Underground Utility District No. 25 was recommended by the City's Underground Utility District Committee at their meeting of August 1, 1996. Certain utility companies are required by Rule 20 of the Public Utilities Commission to set aside a certain portion of their revenues to finance the cost of undergrounding overhead facilities within districts established by local agencies. Each agency is allocated a certain amount of funds based upon the total number of overhead services within the agency's boundaries. The Underground Utility Committee reviews and recommends areas proposed for the establishment of a district. This project is a joint project between the City of San Bernardino and the City of Highland. The County of San Bernardino has approved using a portion of their Rule 20 allocations for this project, thus no City allocations will be used. Property owners within the district will be required to complete the undergrounding from their property lines to the service points at their own cost. This proposal will not require the use of any City funds. In the event that property owners do not complete the necessary work, the City may cause the work to be done and the costs thereof, placed as a lien against the property for which the work was carried out. A noticed hearing will be held to confirm the costs, if any, of such work, prior to being placed as a lien on the property. Underground utilities improve the appearance of a street by removing visual clutter and also eliminates the hazard from broken wires which result from violent windstorms or earthquakes, both of which are frequent occurrences in the area. On December 16, 1996, authorization to proceed was given and Resolution No. 96-384 was adopted, setting a public hearing for January 13, 1997, relative to this proposal. All effected property owners and utility companies were given mailed notice of the hearing. Staff recommends that the hearing be closed and that the attached resolution creating Underground Utility District No. 25 be approved. :-..-...;.:....;._~:;"- , \ ." ---.,; C\I . 0 ~ Q. ..q: ~ >- a: ..q: Q ~ ::> 0 < Q3 1i' " g;: ~~ .... 3< .:!:'...l < 0 ~; ~~ .... 5 a: ~ c' :;: '-' " .... ,-, ...= CI) ,.:.;:; " < .... - ? ~;:;. ......
