I. That the Director of Development Services and the City Clerk be authorized to proceed with the
vacation ofa portion ofthat certain east/west alley, south of Base Line Street, between Lugo
A venue and Sepulveda Avenue;
AND
2. That approval of Plan No. 10894 be given.

Staff Report
SUBJECT:
Authorization to Proceed - Proposed vacation of a portion of that certain east/west alley south of
Base Line Street, between Lugo Avenue and Sepulveda Avenue, plan approval and request for
waiver of fees.
BACKGROUND:
In October, 2003, this office received a request for the vacation of a portion of the east/west
alley south of Base Line Street, between Lugo Avenue and Sepulveda Avenue. The request was
submitted through the Council offices by Eddie Galindo, the owner of Eddie's Radiator, Muffler
& Smog Shop, located at 195 E. Base Line Street in San Bernardino. Public dumping, blight,
public disturbances, and unlawful activities, have been a constant problem in this area for many
years. The proposed vacation of this portion of the alley would assist in eliminating these
problems. The majority of the adjoining parcel owners have signed the petition in favor of the
vacation, as they have all been directly impacted by these public nuisances.
If authorization to proceed is given, all affected City departments, utilities and property owners
will be contacted for comments or any possible conflicts. Part of the proceedings will include the
determination of the future necessity of this alley for public right of way purposes.
FINANCIAL IMP ACT:
Staff time to process vacation will be paid for from Real Property Salaries (Account No. 001-
182-5011-0000).
RECOMMENDATION:
Staff recommends that authorization to proceed with the proposed vacation be given and that
Plan No. 10894 be approved.
