STAFF REPORT
Subiect:
Authorization to establish the following parking restrictions on the west side of Waterman
Avenue between Gilbert Street and 16th Street, except for the area between 160 feet south of
Evans Street and 100 feet north of Evans Street: 2-hour parking limitation from 9:00 a.m.
through 6:00 p.m. and "No Parking from 7:00 p.m. through 7:00 a.m."
Background:
The Police and Development Services Departments have received complaints, via the Council
Office, relative to truck parking in the referenced area. The complaints come from a tenant of
the business complex that is located on the west side of Waterman A venue south of 161h Street.
The complainant claims that a large semi-truck constantly parks in this area, creating traffic
safety concerns for the employees and patrons of the complex. Particularly of concern is the
visibility problem that the truck causes when it is parked adjacent to their driveway. A parked
truck blocks visibility of oncoming traffic as motorists attempt to enter Waterman A venue from
the driveway of the complex.
Traffic Engineering and Police Department staff evaluated the complaints and confirmed the
complainant's concerns. To help resolve this situation, staff, in consultation with the
complainant, is proposing to implement the following restrictions:
. Limit parking to two hours between 9:00 a.m. and 6:00 p.m.
. Prohibit parking overnight from 7:00 p.m. through 7:00 a.m.
It is further recommended that the above restrictions apply everyday of the week.
For consistency, staff contacted the managers/owners of the properties/businesses located on
the west side of Waterman A venue between Gilbert Street and 16th Street. This area consists
of Gambro Health Care Center, several small businesses, several residential units, the
aforementioned business complex and the Black Voice News. Gambro Health Care and the
Black Voice News concurred with the recommendations. However, the small businesses and
the owner of a small apartment complex did not want any parking restrictions/limitations in
front of their properties as this will probably cause a burden on their tenants. These properties
are located between 160 feet south of Evans Street and 100 feet north of Evans Street.
Consequently, the recommended restrictions do not include this section of Waterman A venue.
Since the proposed restrictions will enhance traffic safety and all of the affected property
owners/managers concur with the recommendations of staff, it is recommended that the
proposed restrictions be approved.
Financial Impact:
The estimated cost of $ 600.00 for installing the new "Parking" signs will come from Account
No. 001-187-5111 (Signing and Striping Materials).
Recommendation:
Adopt Resolutions.
