Description: Hospitality Lane Storm Drain (SD04-11) Finance: Council Notes: 1I/3/fll I I Agenda Item No. 10 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Authorization for the Director of Development Services to execute Change Order No. One to KC Construction for Phase I Pavement Rehabilitation on Hospitality Lane between Carnegie Drive and Gage Canal per Plan No. 10571. Background: On April 21, 2003, a contract in the amount of $94,500.00 was awarded to KC Construction for Phase I Pavement Rehabilitation on Hospitality Lane between Carnegie Drive and Gage Canal per Plan No. 10571. The original contract called for construction of a localized drainage facility including additional catch basins and 24" reinforced concrete pipe connecting to the existing storm drain system in Carnegie Drive. After start of construction, it became apparent that certain changes were necessary to provide a fully functional, safe project. These changes were not identified prior to start of construction and are described in detail in the attached change order. Financial Impact: Sufficient funds are available in Account No. 248-368-5504-7302 (Hospitality Lane Pavement Rehabilitation from Carnegie Drive to Tippecanoe Avenue) to cover the cost of this change order. The amount of this change order is well within the contingency amount of $14,250 approved by the Mayor and Common Council at their meeting of April 21, 2003 per Resolution No. 2003-88. CONSTRUCTION 34414 CALLE CARMELITA DANA POINT, CA 92624-1021 GENTLEMEN: You are hereby compensated for performing the additional work as follows: ITEM NO: DESCRIPTION OF CHANGE COST 1-1 Excavate street to facilitate lowering of gas line; standby time and re-compaction of trench. Jackhammer concrete encasement over sewer line with stand by time. Excavate street for lowering/raising water services; standby and backfill the trench. Extra A.C. paving and capping of all the above trenches. $ 1,500.00 1-2 $ 1,000.00 1-3 $ 3,000.00 1-4 $ 1,000.00 TOTAL COST OF CCO #1 $ 6,500.00 JUSTIFICATION: Item No. 1-1 Relocatin~ Gas Line A previously unknown gas line was discovered during trenching for the storm drain. The contractor's claim for $1,500.00 is for excavating the street to relocate the line, standby time and re-compacting the trench. Construction staff feels this is a reasonable cost for the work involved. CHANGE ORDER NO. ONE STORM DRAIN IMPROVEMENTS IN HOSPITALITY LANE FROM CARNEGIE DRIVE TO 600' EAST NOVEMBER 3, 2003 PAGE20F3 Item No. 1-2 Jackhammer Concrete Encasement A concrete encasement over a sewer line was discovered just below the A.C. pavement. The contractor's claim of $1,000.00 is for jack-hammering the conflict and the standby time for the crew. Construction staff feels this is a reasonable cost for the work involved. Item No. 1-3 Lowerinl!;/Raisinl!; Water Services A total of seven (7) water services were found to be in conflict with the storm drain. To expedite the work, the contractor excavated the street on each side of the storm drain and re- compacted the trenches following relocation by the water department crews. Construction staff feels the contractor's claim for $3,000.00 is a reasonable cost for the work involved. Item No. 1-4 Extra A.C. Pavinl!; The plans called for a 3' wide A.C. feather along each longitudinal edge of the storm drain trench. However, the additional trenches mentioned above increased the quantity of full section paving and increased the A.C. cap width to 12 feet. Construction staff feels the contractor's claim for $1,000.00 is a reasonable cost for the work involved. Under the provisions of Section 3-2.2.3 "Agreed Prices" of the Standard Specifications, where modifications are made to items not covered by contract unit prices, payment for the changes may be determined by agreement between the contractor and Agency. We feel the quoted price for this work is fair and reasonable. SUMMARY OF CONTRACT COSTS The estimated revised contract cost is as follows: Original Contract amount Contract Change Order No. One Revised Construction Contract Cost $ 94,500.00 $ 6,500.00 $ 101,000.00 The increase represents 6.88 % of the original contract price and is well within the contingency amount approved by the Mayor and Common Council at their meeting of April 21, 2003 per Resolution No. 2003-88.
