Approval of Contract Chan!!.e Order No.1 with T.Y. Lin International for the Seismic
Retrofit ofthe A!!.encv's Five-Level parkin!!. Structure
Background:
On September 7, 2000, a City awarded the contract to T.Y. Lin in the amount of $265,000 to
perform professional engineering services for the seismic retrofit of the Agency's five-level
parking structure.
Current Issue:
T.Y. Lin is finalizing the design for parking structure retrofit and has identified areas of the
existing structure that are damaged due to aging and maintenance related issues. Some of these
areas include damaged expansion joints, spalled concrete, corroded reinforcing steel and beam
cracking. Staffhas asked T.Y.Lin to incorporate these repairs into the design so they can be fixed
at the same time the structure is retrofitted. The cost for these design services is $10,000.
Phase I ofthe project, targeted at utilizing Agency funding currently available, is scheduled to be
advertised for bid. An estimated $1,000,000 in additional funding will ultimately be required to
retrofit the balance ofthe structure (phase II). Staffhas asked T. Y. Lin for a proposal to provide
professional engineering expertise in inspection services during Phase I construction. The
estimated cost for construction inspection is $20,000.
Fiscal Impact:
The total cost of the change order is $30,000. The Agency has budgeted $1,000,000 for this
project with Central City Project Area COP bond proceeds, of which there is currently a balance
of$977,000 remaining after the initial T.Y. Lin contract expenditures. Staff proposes that the
cost of the Change Order be paid from these bond proceeds.
Recommendation:
That the Community Development Commission approve the expenditure of$30,000 for Change
Order 1 and t t the Mayor and Common Council adopt the attached resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AND APPROVING CONTRACT CHANGE
ORDER NO.1 IN THE AMOUNT OF $30,000 TO T.Y. LIN FOR ADDITIONAL
ENGINEERING AND INSPECI10N SERVICES OF THE AGENCY'S FIVE-LEVEL
PARKING STRUCTURE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
Section 1.
The Mayor of the City of San Bernardino is hereby authorized to execute on
behalf of said City, a Contract Change Order No. 1 to the Agreement for professional services with
T.Y. Lin International for seismic retrofit of the Agency's Five-Level Parking Structure in accordance
with the proposals dated May 14,2001, attached hereto as Exhibits "A" and "B."
SECTION 2. The authorization granted hereunder shall expire and be void and of no further
effect if the agreement is not executed by both parties and returned to the office of City Clerk within
sixty (60) days following effective date of the Resolution.

Dear Mr. Thaipcjr:
T.Y. Lin InternationallMcDaniel, in conjunction with Integrated Design Services, is pleased to
submit this proposal to provide construction support services for seismic retrofit of the City of
San Bernardino's 5-Level Parking Structure. As you know, our current design contract with the
City docs not include these services.

1. Respond to Contractor submittals, Requests for Information, and change orders.
2. Prepare design of change orders due to hidden conditions.
3. Provide periodic site visits during construction.
4. Assist with preparation of punch list prior to completion of construction.
5. Prepare as-built drawings, based on red-marked drawings provided by the City's Resident
Engineer.

T.Y. Lin IntemationallMcDaniel proposes to complete the services described above for a lump
sum fee of 520,000.
Optional additional services, such as inspection of composite wrapping operations and other
work, can be provided on a time and materials basis.

Engineering Services Proposal for Structural Repairs Related
To Maintenance Issues
Dear Mr. Thaipejr:
In response to your request of May 10,2001 T.Y. Lin IntemationallMcDaniel, in conjunction
with Integrated Design Services, is pleased to submit this proposal to perform design of structural
repairs for the City of San Bernardino's 5-Level Parking Structure. The repairs are related to
existing maintenance issues within the structure.
SCODe of Services
Survey existing areas of damage in the parking structure as follows:
Expansion joints at four levels
Areas of spalled concrete and abrasion
Areas of corroded reinforcing steel
Locations of beam cracking
Provide design of repair measures for the areas indicated above. Construction details to be
included in the construction documents currently being prepared for Phase I seismic retrofit
of the structure. (Expected to require three additional sheets.)
Provide technical specifications for the repair work.
Provide bidding support services.
Work does lIll1 include issues related to ADA requirements, slab cracking at enclosure joints,
leakage, water ponding, and plumbing deficiencies.
Envineerinf! Fee
T. Y. Lin IntemationallMcDaniel proposes to complete the services described above for a lump
sum fee of $10,000.
