DescriPtion) Finance: Council Notes: _ Res 97- ;l g-3 75-0262 q/ls/f7 Agenda Item No.l9 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT In Nove!'lber of 1989, voters approved Measure "I, " au thorizing San Bernardino As socia ted Governments, acting as the Transportation Authority, to impose a one-half of one percent retail transactions and use tax applicable throughout the county. This tax can only be used for transportation improvement and traffic management programs authorized in the expenditure plans set forth in Ordinance No. 89-1 of the authority. The referenced ordinance requires each local agency to expend funds based on a 5-year Capital Improvement Program and twenty-year transportation plan adopted by rAsolution for these funds. Additionally, it is Mandatory that each agency update the plan and program each year. The proposed 1998/02 Five-Year Funds is based upon the City's Inprovement Progran. Program for 11easure "I" r,ocal approved Five-Year Capital Measure "I" Arterial Funds are not Plar., since SANBAG has connitted these freeways. included in the Five-Year funds for improvement of SAllBAG is reconnenc'ling over progranning of the funds, in order to insure projects are eligible and to allow for slippage. Anendnents to the plan can be Made throughout the yp.ar by action of the Hayor and Connon Council, which may ninimize the need to amend the program. Adoption of an upda.ted Twenty-Year Transportation Plan is not necessary, since it has not been amended.
