The area is bounded on the south by Baseline Street, the west by Sierra Avenue, the north by 16th Street and the east by Waterman Avenue ("Area"). This Area is also an approved Neighborhood Improvement Program Target Area #7 ("NIP #7"), immediately contiguous to NIP #1 wherein the Agency, City Departments and County of San Bernardino worked together for a number of years to implement various neighborhood improvement programs primarily funded by EDA and County resources geared to eradicate blighted conditions. When the program was launched, it was determined that a facility would be needed to serve as a central logistic point and service delivery center for the involved City, County, State, and Federal Departments and other community organizations. Because of the lack of City Community Centers within the Area, a site at 1450 North Waterman Avenue was selected and leased by the Agency in July 2006 under the signature authority of the Agency Executive Director, which would serve as the headquarters for Operation Phoenix. The site contains 2 separate office buildings with a central courtyard, parking lot and a recreation/playground area. The recreation/playground area is used mainly for the City's Parks, Recreation & Community Services Department to administer some of their recreation activities for the children of the Area. Because the Area is'an approved NIP Target Area, at the time that the program was launched, the Mayor requested that the County allow the use of Neighborhood Initiative Program Funds ("NIP Funds") to pay for rent and utilities for the headquarters in the NIP #7 Area. Said funds were also appropriated in the approved EDA Housing Budget for 2006/2007. The monthly lease payment for the headquarters and site' is $4,747.50. CURRENT ISSUE: On January 18. 2007, the lease payments within the signature authority of the Agency Executive Director for the headquarters facility will be exhausted. Since the presence of the many federal, county, non-profit program providers, in addition to the additional policing and code compliance departments, crime is down and the Operation Phoenix Program has proven to be successful. In order to continue this successful program and to continue to provide a central location for all health, social services and recreation at the headquarters for the remainder of the 12-month pilot strategy, Staff is recommending approval of funding for an extended month-to-month lease for a period of 7 months ending in July 18, 2007 with an estimated expenditure of $48,000. This will pay for the monthly rent of the headquarters, plus utilities, maintenance, miscellaneous, furniture/equipment, and a refundable deposit. It should be noted that the Mayor will be requesting that the Common Council consider setting a workshop for sometime in February 2007 to discuss in detail the accomplishments and benefits associated with the Operation Phoenix strategy and the future funding requirements to continue the program, if necessary.
