Synopsis of Previous Council Action:
On December 18, 2006 the Mayor and Council approved Resolution 2006-440 and
referred the position reclassification to the Council Personnel Committee.
On January 16, 2007 Personnel Committee recommended this item for Mayor and
Common Council approval.
Recommended Motion:
1. Reclassify one (1) Electrician II, Range 1395, $3,183-$3,869 per month to Motor Sweeper
Operator, Range 1356, $2,621-$3,185.
2. Reclassify one (1) Maintenance Worker II, Range 1348, $2,518-$3,061 to Motor Sweeper
Operator, Range 1356, $2621-$3,185.
3. Reclassify one (1) Administrative Clerk II, Range 1313, $2,115-$2,571 per month to
Administrative Operations Technician, Range 1376, $2,896-$3,520 per month.
4. Authorize the Human Resources Department to update Resolution Nos. 6413 and 97-244 to
reflect these actions.

Street Sweeping Reorganization.
Background:
The Street Sweeping section of the Street Division sweeps a total of 48 sweeper routes. This section
has three sweeper operators who sweep each of the sweeper routes once a month and thereby sweep
the entire City once each month. In addition to sweeping these routes they also sweep median islands
once each month. The area bounded by 5th street on the north, Rialto on the south, Sierra on the east
and the I-215 to the west is swept on a weekly basis.
Sweeping streets twice a month would remove material from the streets more frequently. This reduces
the ability of material to enter the storm drain system and pollute down stream water sources. More
frequent sweeping will also improve the overall appearance of the streets year round.
To implement twice a month sweeping the department will need a total of five Motor Sweeper
Operators. In order to meet this requirement the department is recommending that the one(1)
Maintenance Worker II position and one (1) Electrician II position be reclassified to Motor Sweeper
Operator positions. Prior to the delivery of the new sweepers (estimated June 2007)the proposed
Motor Sweeper Operator positions will utilize current equipment to begin the twice-monthly sweeping
service throughout the City.
The Maintenance Worker II position is currently vacant and staff believes that the position would be
better utilized providing street sweeping duties. The department is moving forward with automating
the monitoring of the twelve-sewer lift stations throughout the City. Currently, there are two
electricians servicing the lift stations on a regular basis and by automating the monitoring it will
significantly reduce the need to visit the various locations as frequently reducing the need for two
Electrician II positions. Reclassifying this position will be better served under the Street Sweeping
section.
Staff also recommends reclassifying the vacant Administrative Clerk II position to Administrative
Operations Technician in the Street Division. The Administrative Section of Streets Division has the
vacant Administrative Clerk II position, a Customer Service Representative position, an Account Clerk
II position and a second Administrative Clerk II position. None of these positions are classified to
monitor and coordinate office paperwork and activities. Position reclassification will establish the
ability to coordinate office work through the Administrative Operations Technician.

The proposed position changes result in a$94,900 net reduction in cost to the General Fund and a
$86,600 cost increase to the Refuse Fund on an annual basis. This is due to the two (2) positions
moving from General Fund to the Refuse Fund. The Administrative position will remain in the
General Fund. The increased cost of proposed position with be absorbed by the General Fund savings
($94,900). The Refuse Fund will absorb all costs associated with moving the other two proposed
positions.
Recommendation:
1. Reclassify one (1) vacant Maintenance Worker 11, Range 1348, $2,518-$3,061 to one (1)Motor
Sweeper Operator, Range 1356, $2,621-$3,185.
