Baelmround On 11/20/2006, City Council approved Resolution 2006-401 which authorized the purchase of 29 Motorola XTS 5000 portable radios and 10 Motorola XTL 5000 mobile radios from Motorola, Inc. Shortly after this approval took place, the County of San Bernardino's 800 MHz rebanding committee determined that the countywide standard replacement radios will be the Motorola XTS 2500 for portable radios and the Motorola XTL 2500 for mobile radios. The 2500 series radio functions properly on the City's 800 MHz radio system; plus as part of their nationwide rebanding project, the FCC has ruled that the Motorola XTS 2500 radio will be the official replacement radio for the STX 821 radio. The Motorola XTS 2500 portable radio costs about $150 less than the Motorola XTS 5000 portable radio and the Motorola XTL 2500 mobile radio cost approximately $350 less than the Motorola XTL 5000 mobile radio. Volume 1, Issue 3 (November 29, 2006) of the 800 MHz "OPEN MIC" publication by the County of San Bernardino documents this replacement plan. Because of these changes it is requested that Resolution 2006-401 be rescinded and the attached resolution be adopted which authorizes the purchase of five Motorola XTS 2500 radios using OTS grant funds, fourteen Motorola XTS 2500 radios with Law Enforcement DIF (Development Impact Fee) funds, ten Motorola XTS 2500 radios with General Fund monies, five Motorola XTL 2500 mobile radios from OTS grant funds, and five XTL 2500 mobile radios from Information Technology funds to equip the new Police Officer, Reserve Police Officer, Motor Officer, and Detective positions. The Motorola XTS 2500 radio will be the standard portable radio purchased by the Police Department for all future purchases. The City of San Bernardino owns a proprietary Motorola SmartNet radio backbone. This proprietary system only supports Motorola brand radios. Other alternative radios will not function on our radio infrastructure. In addition, Motorola has authorized the City to purchase directly from Motorola for the Motorola radios that work on our City 800 MHz radio system (Previously, Motorola required that all of our purchases go through their designated Motorola reseller, ComSerCo). It is recommended that the City Council approve a sole source purchase for these proprietary radios under San Bernardino Municipal Code Section 3.04.010.13.3 (Purchases approved by the Mayor and Common Council). That the Mayor and Common Council rescind Resolution 2006401 7 "Resolution of the City of San Bernardino authorizing the purchase of 29 Motorola XTS 5000 I g portable and 10 Motorola XTL 5000 mobile radios from Motorola, Inc." 9 SECTION 2. That Motorola, Inc is a sole source provider of 800 MHz radios. That 10 the Mayor and Common Council authorize an exemption from the regular bid process in 11 accordance with Section 3.04.010 13.3 of the San Bernardino Municipal Code. 12 13 SECTION 3. That the Mayor and Common Council authorize the Purchasing 14 Manager to issue a purchase order for $119,074.97 to Motorola, Inc for the purchase of 29 15 Motorola XTS 2500 portable radios and 10 Motorola XTL 2500 mobile radios.
