Resolution ratifying submittal of an on-line grant application for the FY 2006 Assistance to
Firefighters Grant Program: Fire Prevention and Safety Grant to the Department of Homeland
Security in the amount of $84,000.
BACKGROUND
The Department of Homeland Security has announced the availability of the Fiscal Year 2006
Assistance to Firefighters Grant Program: Fire Prevention and Safety Grant. This program assists
fire departments throughout the United States by awarding grants directly to fire departments to
enhance their ability to protect the health and safety of the public, as well as firefighting
personnel facing fire and fire-related hazards.
In March 2005, Fire was awarded the 2005 Fire Prevention & Safety Grant in the amount of
$85,000. Funding was for three project areas: I) Juvenile Fire Setter Program, 2) San
Bernardino Arson Task Force, and 3) Fire Prevention Education Program. Funding was awarded
for education and training, personnel salaries, equipment, "Freddie the Fire Truck" robot, and a
fire safety house trailer. The Fire Prevention & Safety Grant benefits the community and fire
personnel in recognizing and educating the community in the prevention of fire hazards.

The 2006 Fire Prevention and Safety Grant eligible projects are public education, promoting the
reduction of injury due to fire or other hazards, public safety campaigns, and educational
props/tools. Fire is requesting ratification of its submittal of an on-line grant application to the
Department of Homeland Security for a public safety campaign to include: development of a
DVD promoting citizen awareness and preparedness, development and distribution of
community educational materials, purchase and use of educational props, and purchase of a
Quake Cottage to teach children about earthquake safety.
The deadline to submit the FY 2006 Assistance to Firefighters Grant Program: Fire Prevention &
Safety Grant was January .12, 2007. The Grants Ad Hoc Committee Chair, Councilmember
Wendy McCarnmack, requested this item be taken directly to Council without going to Grants
Ad Hoc Committee because of the holiday season. The performance period for the grant will
start when the grant is awarded and will end one year after the performance period begins.
FINANCIAL IMPACT
The Department of Homeland Security will fund 80% and the City is required to match 20% of
$84,000 ($16,800) by the end of the period of performance. If the Fire Department is awarded
this grant, the grant will likely be awarded during the next Fiscal Year (FY 2007/08), which the
Fire Department will budget for accordingly during the FY 2007/08 budget process.

The Project Manager also has experience developing video scripts, developing and conducting presentations, and working with
production companies. The Fire Department has experience purchasing vehicles, trailers, and specialty equipment and equipment
used to better educate the community.

o A description of the vulnerability or risk that will be addressed with this project. Provide information regarding the

o A brief description of the implementation plan and methods that to be used to reach the target audience, and how the
applicant will carry out the plan.
o An explanation of any partnerships with other organizations or groups that would enhance the development or delivery of

o A discussion of how an evaluation of the effectiveness of the project and measurable goals are incorporated into the project
or program.
o Describe the relationship of the benefits derived from the project as compared with the costs incurred directly through the
delivery of the project. The costs associated with the project must be reasonable for the target audience.
o If the program will be sustained beyond the grant performance period, list how this may be accomplished.
o Include any further information you feel the reviewers may need to provide you with a fair and comprehensive evaluation.
Keep in mind that the evaluation of your application will also be based on a clear understanding of your proposal, your ability to
meet the objectives of the program, and your probability of successfully delivering your project to the population targeted. You
need to fully explain how the funds will be used to accomplish the goals of your project. To that end be sure to include
descriptions/justification for all budgeted items - items not justified may be disallowed.

1. Describe the vulnerability or risk that would be addressed by this project.
The City of San Bernardino experiences a higher than average major earthquake risk then other communities. This is due to San
Bernardino fitting the profile of an area likely to experience significant adverse effects as a result of a moderate to severe seismic
event. As one of the most seismically active areas in the State of California, the City of San Bernardino is particularly susceptible to
the damaging effects of a moderate to severe earthquake because of three factors: regional seismic history and tectonics; proximity
to active fault zones; and geological characteristics and hazards. The City is located in close proximity to three main faults: the San
Andreas, San Jacinto, and Cucamonga fault zones.
The City is also prone to liquefaction over major areas, which would magnify the devastation caused by a major earthquake, by
large areas of the city sinking. The risks and vulnerabilities of the City of San Bernardino have been detailed in a City Hazard
Mitigation Plan (which was conducted in 2004-2005 and adopted in March 2005) and the City's General Plan.
Educating the general public, school children, the elderly, and disabled citizens on the risks of earthquakes in the area and the
measures they can take to mitigate these risks and better prepare themselves will be invaluable to the community and region.
2. Discuss how an evaluation of the effectiveness of the project and measurable goals are incorporated into the project or program.
The project's effectiveness will be evaluated by measurable goals incorporated into the project. This will include soliciting and
evaluating feedback from participants (both verbal and written) on the project's effectiveness. Feedback forms will be developed for
use when written feedback is deemed appropriate from participants. Questions will be developed for verbal feedback, when that
method is appropriate for use with participants. We will also be able to determine the impact of our audience(s) by the ways
participants better prepare themselves and their families to prepare for and react to an earthquake (I.e. the number of people who
ep a family disaster plan or put together an emergency kit). .
3. Describe briefly the implementation plan and methods that you will use to reach the target audience; explain how you will carry
out the plan.
This project will be implemented by San Bernardino City Fire Department's Disaster Preparedness Division. Under the direction of

the Disaster Management Coordinator, the target audiences will be reached by determining those groups who will have the highest
jmpact (i.e. schools, senior citizens, neighborhood associations/neighborhood watch groups etc.). After lists of target audience
groups are compiled, these groups will be contacted and presentation dates will be set with them. The presentation for each
audience will then be developed, tailoring the presentation to the expected audience. For example, the Shakey Quakey House will
_rily be used for school children, while the Department video will primarily be used for adults.

This project's partnerships will include local schools (elementary/secondary), senior citizen groups, Channel 3 Cable TV (the
community's local TV station), San Bernardino Police Department (and affiliated Neighborhood Watch groups), Neighborhood
Associations, and Community Service Associations.
Partnerships with local schools will be made to set up presentations with school children, primarily through the school Principal
and/or the District Office. Partnerships with senior citizen groups will also be made to set up presentations with senior citizens,
primarily through local Parks and Recreation Departments and/or senior centers. The San Bernardino Police Department is also a
partner in this project, as they will be able to assist in setting up presentations with affiliated Neighborhood Watch groups.
Neighborhood Associations will also be contacted and presentations set up, through a partnership with the San Bemardino City
Mayor's Office. Community Service Associations (i.e. Lions, Rotary, Veterans of Foreign War etc.) will also be contacted by the
Disaster Preparedness Division. The Disaster Preparedness Division will contact and work with Channel 3 Cable TV-the
community's local TV station (or an outside vendor if they are low bid) to develop the Departmental video.
5. Describe the relationship of the benefits to be derived from the project compared with the costs incurred directiy through the
delivery of the project. The costs associated with the project must be reasonabie for the target audience that will be reached.
The benefits of this project will far outweigh the costs of the project. The more educated the community is in the risks of
earthquakes and preparing themselves for earthquakes (and other natural disasters) the more Human lives that will be saved
during a disaster. Although a cost cannot be placed on a Human life, every life that is saved due to education and preparedness is
worth the cost or time spent in preparing the community.
In addition, property damage to homes and offices in San Bernardino will be lessened due to better preparedness by the community
(i.e. fastening furniture, earthquake proofing homes and offices etc.). The costs associated with a major (or even moderate)
__uake in the San Bernardino area could cost in the millions to tens of millions of dollars. This project will ultimately decrease
_"ount of State and Federal funding that will be required to recover from a disaster.
6. If the program will be sustained beyond the grant performance period, list how this may be accomplished.
. This project will be sustained well beyond the grant performance period. All of the equipment purchase through this grant will be
used for years following the end of this grant performance period, ensuring that the community is better educated and prepared for
decades to come. The City's Disaster Preparedness Division will continue to educate and prepare the community by utilizing the
video, brochures, equipment, and Shakey Quakey House well beyond one or even five years.

3. Will establish safeguards to prohibit employees from using their positions for a purpose that constitutes or
presents the appearance of personal gain.
4. Will initiate and complete the work within the applicable time frame after receipt of approval of the awarding

5. Will comply with the Intergovernmental Personnel Act of 1970 (42 U.S.C. Section 4728-4763) relating to
prescribed standards for merit systems for programs .funded under one of the nineteen statutes or regulations
specified in Appendix A of OPM's Standards for a Merit System of Personnel Administration) 5 C.F.R. 900,
Subpart F).
6. Will comply with all Federal statutes relating to nondiscrimination. These include but are not limited to: (a) Tille
VI of the Civil Rights Act of 1964 (P.L. 88-352) which prohibits discrimination on the basis of race, color or
national origin; (b) Tille IX of the Education Amendments of 1972, as amended (20 U.S.C. Sections 1681-1683,
and 1685-1686), which prohibits discrimination on the basis of sex; (c) Section 504 of the Rehabilitation Act of

nondiscrimination on the basis of drug abuse; (f) the Comprehensive Alcohol Abuse and Alcoholism Prevention,
Treatment and Rehabilitation Act of 1970 (P.L. 91-616), as amended, relating to nondiscrimination on the basis
of alcohol abuse or alcoholism; (g) Sections 523 and 527 of the Public Health Service Act of 1912 (42 U.S.C.
290-dd-3 and 290-ee-3), as amended, relating to confidentiality of alcohol and drug abuse patient records; (h)
Tille VIII of the Civil Rights Acts of 1968 (42 U.S.C. Section 3601 et seq.), as amended, relating to
nondiscrimination in the sale, rental or financing of housing; (i) any other nondiscrimination provisions in the
specific statute(s) under which application for Federal assistance is being made; and OJ the requirements of any
other nondiscrimination statute(s) which may apply to the application.
7. Will comply, or has already complied, with the requirements of Tille II and III of the Uniform Relocation
Assistance and Real Property Acquisition Policies Act of 1970 (P.L. 91-646) which provide for fair and equitable
treatment of persons displaced or whose property is acquired as a result of Federal or Federally assisted
programs. These requirements apply to all interest in real property acquired for project purposes regardless of
Federal participation in purchases.
_ 8. Will comply with provisions of the Hatch Act (5 U.S.C. Sections 1501-1508 and 7324-7328), which limit the

agreements.
10. Will comply, if applicable, with flood insurance purchase requirements of Section 1 02(a) of the Flood Disaster
Protection Act of 1973 (P.L. 93-234) which requires recipients in a special flood hazard area to participate in the
program and to purchase flood insurance if the total cost of insurable construction and acquisition is $10,000 or
more.
11. Will comply with environmental standards which may be prescribed pursuant to the following: (a) institution of
environmental quality control measures under the National Environmental Policy Act of 1969 (P.L. 91-190) and
Executive o.rder (EO.) 11514; (b) notification of violating facilities pursuant to EO. 11738; (c) protection of
wetlands pursuant to EO. 11990; (d) evaluation of flood hazards in floodplains in accordance with EO. 11988; (e)
assurance of project consistency with the approved State management program developed under the Coastal
Zone Management Act of 1972 (16 U.S.C. Section 1451 et seq.); (f) conformity of Federal actions to State
(Clean Air) Implementation Plans under Section 176(c) of the Clean Air Act of 1955, as amended (42 U.S.C.
Section 7401 et seq.); (g) protection of underground sources of drinking water under the Safe Drinking Water
Act of 1974, as amended, (P.L. 93-523); and (h) protection of endangered species under the Endangered
Species Act of 1973, as amended, (P.L. 93-205).
12. Will comply with the Wild and Scenic Rivers Act of 1968 (16 U.S.C. Section 1271 et seq.) related to protecting
components or potential components of the national wild and scenic rivers system.
13. Will assist the awarding agency in assuring compliance with Section 106 of the National Historic Preservation
Act of 1966, as amended (16 U.S.C. 470), EO. 11593 (identification and protection of historic properties), and the
Archaeological and Historic Preservation Act of 1974 (16 U.S.C. 469a-1 et seq.).
14. Will comply with P.L. 93-348 regarding the protection of human subjects involved in research, development, and
related activities supported by this award of assistance.
15. Will comply with the Laboratory Animal Welfare Act of 1966 (P.L. 89-544, as amended, 7 U.S.C. 2131 et seq.)

Requirements.
Applicants should refer to the regulations cited below to determine the certification to which they are required to attest. Applicants
should also review the instructions for certification included in the regulations before completing this form. Signature on this form
provides for compliance with certification requirements under 44 CFR Part 18, "New Restrictions on Lobbying; and 44 CFR Part 17,
"Government-wide Debarment and suspension (Non-procurement) and Government-wide Requirements for Drug-Free Workplace
(Grants)." The certifications shall be treated as a material representation of fact upon which reliance will be placed when the
Federal Emergency Management Agency (FEMA) determines to award the covered transaction, grant, or cooperative agreement.
1. LOBBYING
A. As required by the section 1352, Title 31 of the US Code, and implemented at 44 CFR Part 18 for persons into a grant or

As required by the Drug-Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for grantees, as defined at 44
CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:

(a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the
actions that will be taken against employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees about:
(1) The dangers of drug abuse in the workplace;
(2) The grantees policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation and employee assistance programs; and
(4) The penalties that may be imposed upon employees for drug abuse violations occurring
in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of the grant to be
given a copy of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment
under the grant, the employee will:
(1) Abide by the terms of the statement and
(2) Notify the employee in writing of his or her conviction for a violation of a criminal drug
statute occurring in the workplace no later than five calendar days after such conviction.

(e) Notifying the agency, in writing within 10 calendar days after receiving notice under subparagraph (d)
(2) from an employee or otherwise receiving actual notice of such conviction. Employers of convicted
employees must provide notice, including position title, to the applicable FEMA awarding office, I.e.
regional office or FEMA office.
(f) Taking one of the following actions, against such an employee, within 30 calendar days of receiving
notice under subparagraph (d)(2), with respect to any employee who is so convicted:
(1) Taking appropriate personnel action against such an employee, up to and including
termination, consistent with the requirements of the Rehabilitation Act of 1973, as
amended; or .
(2) Requiring such employee to participate satisfactorily in a drug abuse assistance or
rehabilitation program approved for such purposes by a Federal, State, or local health, law
enforcement or other appropriate agency.
(g) Making a good faith effort to continue to maintain a drug free workplace through implementation of
paragraphs (a), (b), (c), (d), (e), and (f).
