BACKGROUND: On October 11,2004 the Mayor and Common Council adopted Resolution 2004—325, authorizing staff to apply for Community-Based Transportation Planning grant funding from Caltrans for a proposal to prepare the I-210 Corridor Enhancement Plan. The Mayor was authorized to execute a Fund Transfer Agreement with Caltrans, should the grant funding be awarded. Caltrans funded the I-210 Corridor Enhancement Plan with an Environmental Justice Planning Grant in the amount of$237,500.00. The Mayor executed Caltrans Fund Transfer Agreement No. 74AO207 on June 1,2006. The scope of work approved by Caltrans includes preparation of strategies for economic development,neighborhood revitalization, freeway screening,noise attenuation and multi- modal mobility in the I-210 Corridor. Following a competitive proposal process, on November 6,2006,the Mayor and Council approved a Professional Services Agreement with IBI Group to prepare the I-210 Corridor Enhancement Plan. This action committed the City to contribute 5%of the grant amount($11,875.00) as a local match to the grant funding, in addition to in-kind services. When the agreement with IBI was presented for approval, staff neglected to recommend a budget adjustment to account for receipt and expenditure of the Caltrans grant funds. The proposed action is required to implement the November 6,2006 Council action. FINANCIAL IMPACT The proposed budget adjustment will have no net effect on the General Fund, as it will recognize equal revenue and expense in the amount of the grant funding. The local match funding of $11,875.00 was previously budgeted in account#001-190-5193 (Grant Match). RECOMMENDATION Authorize the Director of Finance to amend the FY 2006-2007 budget by increasing account #242-362-5504-7738 (I-210 Corridor Enhancement Plan) by $237,500.00 and making a corresponding increase to revenue account #242-000-4630 (State Reimbursement) to reflect the $237,500.00 in grant funding from Caltrans.
