This parade is the kick-off event for the Red Ribbon week activities and is sponsored by the San Bernardino County Department of Behavioral Health. The parade's route is from the Norman Feldheym Library down "E" Street to the San Bernardino Stampede Baseball Stadium. The sponsor is requesting that fees associated with this event be waived. These fees total $4,878.47 and are broken down as follows: Police Personnel Equipment $2,903.54 S 158.48 $3,062.02 Traffic Engineering Barricades Public Services $ 600.00 (personnel) $ 550.00 (ref. deposit) $1,150.00 $ 666.45 The organization has made application to the Police Department for their special events permit and it is currently being processed. Before the permit is issued by the Chief of Police, all insurance requirements must be met. Due to budget constraints, the Mayor has recommended denial of the request for waiver of fees. In this era of rising municipal costs and prudent fiscal constraint, we recognize and support your efforts to run San Bernardino in a financially sound manner. Mr. Al Twine's letter to you dated 8/7/97 outlines the City'S deci- sion to not waive San Bernardino's municipal fees for this parade. We ask you to reconsider this decision since this will make holding a parade exceedingly difficult. As you know, San Bernardino County's Red Ribbon Week efforts are essential to demonstrating the need for a substance abuse free community. Discouraging national reports documenting increases in the uses of marijuana, heroin, methamphetamine and other substances affect the youth in the county and the city. These demand that we spread the message to our youth to remain substance abuse free. Red Ribbon Week (and the parade specifically) are cost effective ways to share this message community-wide. In your deliberations, please give every serious consideration to waiv~ng municipal fees, even if only partially, to allow the Ninth Annual Red Ribbon Week Parade to help kids in our community. " August 27,1997 Dear Council Member: The Red Ribbon Week Parade has become a tradition here in the City of San Bernardino. For the past 8 years we have given a drug-free message to thousands of people--the participants, audience, and TV audience. This is truly a community event with participants from ages 2 to 82. Countless hours of time have been donated by a variety of organizations varying from County Agencies, the Elk's Club, Jerry Eaves' Office, Hospitals, Recovery Homes, Churches to Neighborhood Watch, County Superintendent of Schools, school children, the Corvette Club, the Citizens' Patrol, and Senior Centers. The Parade has become a rallying point for diverse groups to get together and do something positive for their community. The City of San Bernardino has generously waived the fees in the past. We understand that budgets are tight. We are cutting back our expenses and asking the community to assist with donations. We will continue to do this. For the benefit of the whole community, we are asking you to waive the fees so that the Red Ribbon Week Parade can continue. Thank you for your attention to this important matter.
