CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The City of San Bernardino was recently contacted by the Behavioral Institute at California State University, San Bernardino (CSUSB) regarding the City's participation in a University-City PACT. The purpose of the PACT is to support the University's efforts in reducing tobacco access to minors in the community. The program is supported and funded by the State of California Department of Health Services through Proposition 99, and is administered by the Behavioral Health Institute, one of the State's leading tobacco-related researchers, and grantees. Three thousand children under the age of thirteen begin smoking everyday in the United States. Eighty eight percent of all adult smokers began smoking as a teenager. Heart disease is the leading cause of death in this country. These are just a few of the reasons that communities need to be concerned about tobacco access to minors. By supporting the program, the City agrees to provide the Institute with three, 7-10 minute forums for a presentation at upcoming City Council meetings over the next 18 months. During these presentations, the Institute will provide the Council and the public the results of several surveys and analyses completed on behalf of the City. These include: I. Results of a community assessment survey which includes responses by residents on attitudes surrounding youth and tobacco policy-related issues. 2. Results of a comparative analysis of City's tobacco-related ordinances based on a national model of FDA, State and local regulations. The City's results will also be compared to other surrounding cities. Any policy assistance requested by the City will also be provided by the University in updating or enhancing current ordinances. 4. Results of focus group surveys conducted using area teens on tobacco habits and access to tobacco. ' 5. Results of youth purchase surveys conducted in the City, detailing merchants which continue to sell tobacco products to minors. 6. Media relations assistance in promoting merchants which comply with laws restricting sale of tobacco to minors as well as publicity for the City when presentations and statistics are completed. Thirty other cities in San Bernardino and Riverside counties, including Redlands, Yucaipa, Grand Terrace, Upland, Victorville, and Apple Valley will be participating in the project. 75-0264
