were opened at 2:00 p.m.,
A total of 6 bids were received, ranging fron
$9,133,734.00 to $10,337,332.00. The low bid of $9,133,734.00 is
11.3% under the Engineer's Estimate of $10,301,347.00.
Below is an estimate of the total proj ect cost, based
upon the actual low bid price:

All costs incurred for this project will be charged to
Account No. 242-362"5504-1996. An amount of $10,234,063.00 has
been programmed by SAllBAG fron Federal-Aid STP Funds to reimburse
the City for 88% of the total construction cost incurred. The
12% local matching fund requirement ($1,292,040.00) will be
financed by the Inland Valley Developnent Agency. Supplp.mental
Federal-Aid STP Funds, in the amount of $668,700.00 were approved
by the SANBAG Board at their neeting of 6-04-97. Below is a
tabulation of available funds.

The City Water Department requested that we include the
installation of a 16-inch water main in Orange Show Road, from
Arrowhead Avenue to Waterman Avenue. This water line was

included in the bid docunents as an additive alternate. However,
the Water Department has decided not to proceed with this iten of
work. Therefore, the additive alternate will not be included in
the contract award.
We recommend that a contract be awarded to the low bidder.
URGENCY CLAUSE:
It is necessary to have this contract awarded on 8-18-97, in
order for the Contractor to have sufficient tine to conplete the
work in the Santa Ana River and East Twin Creek Channel prior to
the start of the rainy season.
