Synopsis of Previous Council action:
12/02/96 - Council approved $250,000 in City Hall refinance bond issue funds for
Elevator Modernization and ADA Compliance.
Recommended motion:
That the plans for the City Hall Elevator Modernization Project be approved,
and that the Facilities Manager be authorized to advertise for bids.

STAFF REPORT
In November 1996, the Mayor and Common Council approved the Lease Revenue Refunding Bonds
(City hall Project) Series 1996. Included in this refunding bond issue was funds for implementation
of a Computer Network Upgrade Plan as well as funds for refurbishing elevators in City Hall to make
them accessible to the disabled. The Mayor and Common Council has just recently approved the
Computer Network Upgrade Plan.
Plans have now been prepared for the modernization of City Hall Elevators and this project is ready
to be advertised for bids. The project will replace the antiquated relay logic system currently in use
with a newer microprocessor technology. The three electric geared elevators will also be made to
comply with the Americans With Disabilities Act (ADA), and include the following features:
Hall Push Buttons
Car Push Buttons, Main and Auxiliary
Signal Fixtures
Infrared Door Detectors
Hands Free Telephone
The project will take approximately three months to complete, and only one car will be out of service
at a time to provide for access to the building.
Upon completion, the elevators will be fully ADA complaint, and elevator wait times should be
reduced by 25% due to the processor controls.
It is anticipated the entire elevator upgrade project will cost approximately $250,000 which is the
amount available from the City Hall refunding bond issue.
Staff recommends that the plans be approved and authorization granted to advertise for bids. Once
bids are received and opened, a recommendation will be brought back to the Mayor and Common
Council for fmal approval.
