POsmON .TUSTIFICA TIONS The following are justifications for appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the August 18, 1997, Council meeting. CLASS1FIF.D GENERAL FUND 7. GlW'ne. Henrv A. (Fire Prevention Officer) - Appointment FIRE DEPARTMENT The position of Fire Prevention Officer has been vacant since February 1997. The departure left only one (1) Fire Prevention Officer in the Fire Department Fire Prevention Bureau. The Fire Prevention Bureau had a staffing level of nine (9) positions in 1990 and is currently authorized two (2) Fire Prevention Officer positions. Filling this position will greatly reduce the workload on the single Fire Prevention Officer and the rest of the bureau and help expedite the emergency inspections, complaints and abatements that occur on a daily basis. 11.& Epoerheimer. PARKS, RECREATION & COMMUNITY SERVICES During the budget deliberations for fiscal year 1997-98, the department was authorized to fill the remaining two (2) Park Maintenance Worker II vacancies. Filling these positions will enable the Parks Division to utilize labor in a more responsive mode in dealing with emergencies, vandalism repair and daily maintenance functions at city facilities. These promotions to the higher-skilled classification of PMW II will provide the Parks Division the flexibility in utilizing personnel in providing the much needed leadership of small crews for landscape maintenance, construction and the operation of various landscape equipment. (i.e., large tractors and mowers). 13. Vallier. Don (Code ComDliance Officer rn - Salary Adjustment CODE COMPLIANCE DIVISION Mr. Vallier was hired in October 1996 and is assigned to the Code Compliance Division Special Projects Team. Mr. Vallier's dedication has resulted in positive feedback from the community and a higher level of community involvement in the City's efforts to remove blight. ~ ' . . . Mr. Vallier handles confrontational situations in a professional manner, at the same time effectively creating a win-win situation for all involved. He completes fast-track demolitions in a timely manner while adhering to established guidelines. He continues to display commitment, participation and patience in creating goals and objectives for the Special Projects Team. 14. Andres. Mark (J .lllbiIitv CllIlm.. S.......lllllllt) - Out-of-Phase Merit Increase RISK MANAGEMENT Since Mr. Andres was hired 16 months ago, he has accomplished the following: * Reduced cost of non-litigated liability claims from an average of $1,250 per claim to $770 per claim. * Reduced the open liability claims from 418 to 254, a 39% reduction. * Developed claims handling procedures which increased response time to claimants. * Assisted the City Attorney's Office in reducing litigation. Mr. Andres brings to the City an extensive background in the insurance industry, which has allowed him to easily adapt to our internal procedures. His technical knowledge has resulted in an improvement in both the quality and quantity of work in the Liability Claims Program. As outlined above, Mr. Andres has made several recommendations which have resulted in reduced cost. He has been effective in establishing a good working relationship with the City Attorney's Office. He consistently exhibits initiative and provides valuable insight on a wide range of Risk Management issues. RRFlJSE FUNDS 24. .Tnhn... Patril'lll. Twist Clerk I - Appointment PUBLIC SERVICES This position is assigned to the Residential Refuse Customer Service section which typically handles 1,200 phone calls for service each month. Additionally, this position is responsible for reporting delinquent refuse accounts for collections activities.
