STAFF REPORT
Subject:
Resolution authorizing the Development Services Department to submit and administer two (2)
Project Applications for the FY 2007 Safe Routes to School (SRTS) Program Funding.
Background:
Authorized under Section 1404 of SAFETEA-LU (the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users), the Safe Routes to School Program came into
effect in August 2005.
Building on the success of California's Safe Routes to School Program, Congress has authorized
a new five-year program to achieve the same purpose nationwide. The program proposes to
enable and encourage children in kindergarten through eighth grade (K-8) to make walking and
bicycling to school a more appealing and healthy choice. The SRTS program will also facilitate
the planning, design, and implementation of projects that will improve pedestrian safety, the
environment, and overall quality of life. The estimated statewide SRTS funding for 2007 is
$14.8 million.
The City is nominating two projects for the FY 2007 SRTS funding cycle. These project
locations have been selected for pedestrian safety improvement upgrades as a result of citizen
and local agency requests. The City has sllccessfully obtained a total of$571,000 from previous
SRTS program funding cycles. The application deadline for the FY 2007 funding cycle is
January 2, 2007. The SRTS projects are listed as follows:
1. Missinl! Links Sidewalk Proiect (aJ, Various Locations: A coordinated effort by the San
Bernardino City Unified School District (SBCUSD) and the City Manager's Office (at the
request of the Citizen's Redevelopment Alliance (CRA)). The SBCUSD is requesting
missing link sidewalk in,fill along Congress Street and "J" Street, adjacent to the Lytle
Creek Elementary School grounds. The CRA is requesting assistance in the construction of a
meandering sidewalk (with parkway landscaping that is not included in this application)
along the east side of Electric Avenue, between 40th Street and 50"1 Street. The envisioned
project will provide an attractive landscaped parkway for the community and will also offer a
safe route to school for Hillside Elementary School and Golden Valley Middle School
students. This grant application includes only the paved sidewalk portion of the CRA project.

2. Lincoln Elementarv School Traffic Sil!nal Proiect: A request from the school principal for
a traffic signal at 13th Street and Mt. View Avenue to upgrade an existing (interim) 4-way
stop intersection. The proposed traffic signal will provide enhanced pedestrian safety at the
intersection. There is an existing traffic signal at 13th Street/Arrowhead Avenue at the west
edge of the school. Staff analysis indicates that the project location presently meets Caltrans'
traffic signal warrant criteria. (Ward 2) Estimated Project Cost: $206,000.

WHEREAS, the SRTS Program is authorized under Section 1404 ofSAFETEA-LU (the

NOW, THEREFORE BE IT RESOLVED that the Mayor and Common Council of the
