STAFF REPORT In October of 1987, an agreement was approved with Kammeyer and Associates to develop a concept plan for Buckboard Park. The original agreement listed certain tasks to be completed. After several public meetings, working drawings were prepared and submitted to the City for review. During review, some concept changes were made on the overall development of the project. During the public meetings, several tree types and placements were discussed and agreed to. However, after review by the Parks and Recreation Department, a more standard type of tree was selected and placement was altered to provide for better and lower cost maintenance. After final submission of the plans and contract documents, in accordance with the authorized concept changes, additional revisions were requested. The consultant has requested payment for extra services performed in the revision of the plans on these two occasions. The second set of revisions was based on survey data, supplied by the City, that did not agree with the final title report on the property and required additional area to be added to the park. . This request has been reviewed by the Public Works Department (administering the contract) and the Parks and Recreation Department (instrumental in the design concept and plan development) and found to be a valid claim. The original and supplemented budget did not contain sufficient funds to pay for the additional work, but with the adoption of the 88/89 budget, there are now sufficient funds to pay for the services. Attached is a letter supporting the payment from the Director of Parks and Recreation. The contract does provide for extra services upon approval and for additional payments when the scope, complexity or concept of the park changes sufficiently and the City agrees that such a change has occurred. Staff recommends that the Mayor and Common Council accept the design project as complete and approve the payment of $1,020.00 for extra services from Account No. 243-363-57518. . 11-21-89 75-0264 .. . . . . . . ..-, '....,,'" -.,-,.
