STAFF REPORT There is some ~roposed development in the area located Southwesterly of Cajon Boulevard. South of Devore Road and it would be beneficial for the City to have this area within the City boundaries. On December 4. 1989. authorization to proceed with a change in the City's Sphere of influence was granted. This action is necessary since a portion of the proposed area lies outside of the City's Sphere of Influence. A separate action has also been submitted for annexation of the area Southwesterly of Cajon Boulevard. This annexation proposal is necessary since annexation of the area Southwesterly of the proposed area would create a corridor of un-incorporated territory. Separate" proceedings are necessary, since this area is largely inhabited. as opposed to a largely uninhabited area Southwest of Cajon Boulevard. Inhabited and un-inhabited annexations require different proceedings and could be handled more efficiently as separate projects. We therefore recommend that authorization to proceed with this proposal. which will run concurrent with the other proposal. be granted.
