STAFF REPORT
The Department of Public Services received a trip and fall complaint
from a citizen regarding the southwest corner of Highland and "D"
streets. A staff investigation revealed four 25-30 year old carob
trees which have raised the sidewalk to a dangerous condition. In
two locations the trees have pushed out the curb and gutter and have
damaged the catch basin.
The Street Superintendent is recommending we remove the four trees
because we would have to do extensive tree root removal and severe
topping of the trees. This would still not assure us the trees would
not fall over in high wind conditions. This will be done by the Public
Services trees and concrete maintenance sections. The Department
would also replace the four trees with a different type species, as yet
undetermined.

The director has the authority to remove parkway trees under municipal code
but since we have just enacted a removal ordinance I do not want to place the
city in an embarassing situation so I am requesting this removal.
