Backl!round: Ordinance MC-1231 was adopted by Council on October 2, 2006. This Ordinance amended Section 5.04.525(D) and added Section 5.04.525(H) to the San Bernardino Municipal Code. These changes were made to authorize a change in business registration fees for motor vehicle sales in the City of San Bernardino. By amending Resolution No. 96-188 the following business registration fees will be established for New and Used Motor Vehicle Sales: Effective January 1, 2007 or upon the next scheduled business registration renewal, whichever is later, the maximum annual registration fee for businesses under this Section shall be ten thousand dollars and shall be automatically adjusted January 151 of each year thereafter, upward or downward, equivalent to the most recent change in the annual average of the Consumer Price Index as published by the United States Department of Labor for the Los Angeles-San Bernardino metropolitan area or five percent, whichever is less. Line 36 of Resolution No. 96-188 will be amended to reflect the title change of Section 5.04.525 (D) from "Motor Vehicle Sales, Telephone Companies and Wholesale Sales" to "Wholesale Sales and Telephone Companies" which was set forth in Ordinance No. MC- 1231 adopted October 2, 2006. "Motor Vehicle Sales - New and Used" will be addressed as a separate line item nnder 5.04.525 (H), which was also set forth in Ordinance No. Me- 1231. As a housekeeping item, it was discovered when looking at the current fee resolution, that there is no provision for fees under 5.04.525G - Barbershops, manicurist, shampooing, or hairdressing parlors. On January 6, 1992, Ordinance No. MC 817 was adopted amending the original Ordinance No. MC 763; however, the companion resolution setting fees was not amended to reflect the fees for barbershops, manicurists, etc. Therefore, we are requesting that Resolution 96-188 also be amended to incorporate this change. As MC-763 actually reduced the fee for barber/beauty shops, this should not create a problem. . , e e e Financial Impact: Based on business registration fees paid by businesses under the classification of New and Used Motor Vehicle Sales during the last renewal period, business registration revenue will be reduced approximately $82,000. Item 36 of Resolution No. 96-188 is hereby amended to read as follows: Pursuant to San Bernardino Municipal Code Section: Fee On- fourth of one-tenth of one percent (.00025) of annual gross receipts from sales and deliveries made in the City, but in no case shall the annual registration fee be less than sixty dollars, payable quarterly if Business Registration Fees are greater than $500.00. 5.04.525 D (Wholesale Sales and Telephone Companies) SECTION 2. Resolution No. 96-188 is hereby amended to add the following: 5.04.525 G (Barbershops, manicurist, Shampooing, or Hair-Dressing Parlors) $60.00 per year, plus one-half of one- tenth of one percent (.0005) on all dollar value of annual gross receipts in excess of twenty-five thousand dollars of such gross receipts, payable quarterly if Business Registration Fees are greater than $500.00. 5.04.525 H (Motor Vehicle Sales - New And Used) One- fourth of one-tenth of one percent (.00025) of annual gross receipts from sales and deliveries made in the City, but in no case shall the annual registration fee be less than sixty dollars, payable quarterly if Business Registration Fees are greater than $500.00.
