August 17, 1998: Council set September 8, 1998 for a public hearing to consider proposed cemetery fee increases. Expenditures have exceeded revenues by approximately $30,000 each year. As a result, the cemetery fund is projected to have a deficit of $235,900 at the end of this fiscal year. Since 1989, state law has prevented municipally-owned cemeteries from selling upright grave markers. This change in the law had a significant impact on the revenue-generating capacity of the cemetery. The cemetery was offered for sale in 1996, and only one bidder responded. The sale was not completed, however, when a assessment of the undeveloped sections of the cemetery revealed debris and other contaminants. Several options were presented to the Ways and Means Committee on July 22, 1998, to raise revenues. The Committee recommended that a public hearing be held to consider adopting a new fee schedule. The Ways and Means Committee also discussed the endowment fund, a source of income for perpetual care of the cemetery. This issue is being analyzed by staff for presentation at a future Ways and Means Committee meeting. FINANCIAL IMPACT User fees must be calculated based on the cost of providing a given service. It is difficult to calculate the total costs involved with each cemetery service because of continued increases in maintenance costs, the difficulty in establishing the value of graves, and other issues unique to the cemetery. For example, the current total cost for an adult grave, liner and internment could be $1,955 (depending upon liner size). The labor costs and liner cost are relatively simple to determine. It is much more complicated to value the land, determine the portion of maintenance costs currently associated with the grave, and calculate the cost of maintaining that grave in perpetuity. Such calculations would be largely hypothetical, and not based on known costs. However, it is apparent that current revenues do not exceed the cost of operations. For FY 1998-99, revenues are currently projected to total $186,600, while expenditures will be $213,400. The cemetery fund deficit is expected to reach $235,900 by the end of the fiscal year. The fee increase is clearly justifiable in order to make the cemetery operation self- sufficient. It is recommended that cemetery fees be increased so that they are commensurate with the cost of providing cemetery services. Attachment #1 is a fee survey comparing Pioneer's proposed fees to six (6) area cemeteries: Mt. View, Montecito, Green Acres, Hillside, Rialto, and Hermosa. For most services, the new fees will be comparable to or less than these cemeteries, and would bring in an additional $30,000 per year. Attachment 2 is a summary of the cemetery fee schedule which includes the current fee, the date of the last increase, and the recommended new fees. Most fees were last increased in 1995; . some have not increased since 1992.
