CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The Animal Control Division is recommending that the salary for the part-time position of Animal License Checker be increased from $6.00lhour to $7.50/hour. The current minimum wage in the State of California is $5.75/hour. This salary adjustment will prevent a salary compaction issue with the minimum wage, as well as enhance the division's ability to attract and retain quality employees. BACKGROUND Currently, the Animal Control Division employees five (5) part-time Animal License Checkers. Only one (1) position is currently filled. The salary level for Animal License Checker has not been upgraded for at least seven years. These positions are responsible for processing licenses, as well as issuing warning notices and citations to owners of unlicensed dogs. These positions generate significant revenues for the division; and, the compensation should be commensurate with the responsibilities. The proposed salary increase has already been included in part-time salaries in the approved 1998-99 fiscal year budget for the Animal Control Division. Due to vacancies existing since July 1, 1998, the division will realize over $5,000 in salary savings as of September 2, 1998. Recruitment of the vacant Animal License Checker positions has been delayed until the approval of the salary adjustment, in order to attract the most qualified applicants. RECOMMENDATIONS Based on the foregoing, recommendations include: 1. Upgrade the hourly rate for the position of Animal License Checker from $6.00/hour to $7.50/hour. 2. '>"':Jii'\'tf,",ll '~~~\~\ I '''J <; , j,u:l' r .,' I r;v ..---~.- ..- ANIMAL LICENSE CHECKER (part-time) JOB DESCRIPTION Under supervision of the Senior Animal License Checker, prepares Daily Activity Reports and logs as required; inputs licenses into computer and performs computer checks for current licenses; may assist other division personnel in their duties; canvasses door-to- door throughout the City for the purpose of locating unlicensed dogs and issuing warning notices or citations; and performs related work as required. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Collects monies for the sale of licenses; issues receipts for monies collected; issues dog licenses at Annual Rabies Vaccination/ Dog Licensing Clinics. Receives complaints from residents regarding animal regulations; explains animal control regulations, rules, policies and procedures to residents. Contacts dog owners within city limits to determine if the dogs on premises are licensed; issues warning notices or citations to appear in court to the owners of unlicensed dogs; prepares and maintains daily/weekly/monthly reports; compiles statistical data relating to licensing. Routinely adheres to and maintains a positive attitude towards City and Division goals; and performs related work as required. MINIMUM OUALIFICATIONS Graduation from high school or G.E.D. equivalent and 6 months experience in field work involving job-related direct public contact such as a bill collector, parking checker, law enforcer, subpoena server, fire or building inspector, or other similar type work which shows public contact in the context of this position. Possession of a valid Class "C" California Driver's License is required. For out of State applicants, a valid driver's license is required. A valid Class "C" California Driver's License must be obtained within (10) days of appointment (CA Vehicle Code 12405c). .",' .' .- GENERAL QUALIFICATIONS Knowledae of: various breeds of dogs; Basic record keeping and report writing; Basic arithmetic. Abilitv to: Understand problems of the general public concerning animals; Communicate tactfully and effectively with the general public; Furnish clear and satisfactory explanations of procedures used at the Animal Shelter; Maintain records and logs; Understand and carry out oral and written instructions; Establish and maintain harmonious relationships with all those contacted in the course of work; Operate a vehicle observing legal and defensive driving practices; See in the normal visual range with or without correction; Hear in the normal audio range with or without correction; Transport loads weighing up to fifty pounds; Handle and care for animals in a humane manner; Exhibit normal range of body motion; Work indoors and out in a variety of environmental conditions, including very hot, cold or damp weather and exposure to noises, vibrations, fumes, odors and dust. ORGANIZATIONAL RELATIONSHIPS The Animal License Checker is an entry-level position in the Animal Control Division. Works under the direct supervision of the Senior Animal License Checker. Work involves considerable personal contact with the general public, requiring the application of tact and courtesy in answering inquiries, advising on ordinance infractions and answering complaints about animals. The Animal License Checker shall wear uniforms and insignia in accordance with established Animal Control Division policies.
