CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND Annie Ramos, Director of Parks, Recreation & Community Services, has requested that the grant-funded, part-time position of Food Service Delivery Person be established. The Food Service Delivery Person(s) will work part-time delivering food and supplies and performing other kitchen duties for the Senior Nutrition Program. A draft job description for the position of Food Service Delivery Person is attached. ANALYSIS The Parks, Recreation & Community Services Department has a contract with the San Bernardino County Department of Aging and Adult Services to provide senior nutrition meals at six (6) satellite locations throughout the City. The Senior Nutrition Program (Contract #97-248) has been ongoing for the senior citizens of the City of San Bernardino for the past 21 years. The contract contains funding for two (2) Food Service Delivery Persons to work part-time. It is projected that the program will continue to be grant funded on an annual basis. Establishment of this position will ensure that the Senior Nutrition Program will continue to provide a valuable service to the senior citizens of San Bernardino. COSTING Annie Ramos, Director of Parks, Recreation & Community Services is recommending that a three-step sa1ary range be established as follows: Step 1: $6.11Ihour Step 2: $6.23/hour Step 3: $6.35/hour Each of the two (2) part-time employees hired will work less than 1,000 hours in a calendar year. Incumbents will be hired at Step 1 and move to Step 2 with satisfactory job performance after one year. ~l~ty: Step 1: $6. l1/hour x 1,000 hours = $6,110 $6,110 x 2 persons = $12,220 Step 2: $6.23/hour x 1,000 hours = $6,230 $6,230 x 2 persons = $12,460 Ms. Ramos has requested that this new classification become effective as soon as possible. There will be no impact to the General Fund because these two positions are being fully funded through the Senior Nutrition grant. RECOMMENDATIONS The pu)}lu8ed job description will be submitted to the Civil Service Board for approval. Based on the foregoing, recommendations include: . KRAMER, SUPERINTENDENT OF RECREATION COPIES: Attached is a newly formulated job title and description for Food Service Delivery Person. This job title and description more accurately reflects the duties and responsibilities associated with the position. We are contracted with the Department of Aging and Adult Services to provide Senior Nutrition meals at six (6) satellite locations. This will be accomplished through the two (2) Food Service Delivery Persons (Contract # 97-248, Attachment A, Page 2, Paragraph A, Letter 'G'). We currently deliver using a Coach Operator. This position was intended for the driving of a bus and passenger van, when we had them a number of years ago. The Coach Operator description does not conform to the job duties we desire. Filling these grant-funded positions is essential to the continued operation of the Senior Nutrition Program and represents no cost to the City. I recommend the new title and job description-(attached) be accepted and approved with a three (3) step pay scale of $ 6.11, $ 6.23 and $ 6.35 per hour. This position will not only provide for contract compliance, but will also be an incentive and an internal morale booster and job stabilizer for the program. ~ -:J. ~ ANNIE F. REPllR~RNTATIVF. DImR~ Provides courteous and expeditious customer service to the general public and City department staffs. Delivers bulk meals and related goods throughout the San Bernardino area for the Senior Nutrition Program; collects and accounts for all monies received; maintains daily log of records; keeps City vehicles in a clean and safe condition; cleans and prepares food for cooking; cleans produce and prepares salads; packs hot and cold lunches in proper containers for route delivery; serves meals in congregate dining rooms; performs kitchen cleanup to include washing dishes, pots and pans, cleaning refrigerators, freezers, range/range hood, insulated bags and coolers; sweeps and mops floors and other light custodial duties; provides vacation and temporary relief. Routinely adheres to and maintains a positive attitude towards City and department goals; and, performs related work as required. MINIMUM OlJAI.IFlCATIONS Ability to read, write and speak English at 10th grade level. One (1) year of paid or volunteer driving experience and six (6) months paid or volunteer experience performing related duties within a commercial kitchen. Must obtain a valid San Bernardino County Environmental Health Department Food Handler Card and a negative Tuberculin Test Certificate prior to appointment. Possession of a valid Class .C. ORGANIZATIONAL REI.A TIONSHIPS The Food Service Delivery Person is a temporary, part-time position. The incumbent works under the supervision of the Nutrition Supervisor I or II and may receive lead supervision from a designated Food Service Worker I or II.
