Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Finance Director or her designee to execute a Purchase Order to Golden State Fence Company
for the installation of wrought iron fencing around the perimeter of La Plaza Park.
Background:
For a number of years La Plaza Park has been the location of various illicit activities. In order to
hell' address the situation the City Council approved funding for an ornamental fence at this
location as part of the CIP in 2005/2006. An eight foot, black, ornamental, iron fence will serve
as a visual deterrent for illegal acts, secure and prevent after hours access, provide an enhanced
safe environment for legitimate park visitors, and improve the aesthetic appeal of the park and
the Mount Vernon corridor. The contractor will commence installation within 60 days of City
Council approval. Installation will take approximately 30 days to complete.
The Parks, Recreation and Community Services Department prepared the appropriate
specifications that were provided to the Purchasing Department. The Purchasing Department
then advertised contract bid documents in the San Bernardino County Sun newspaper, Chamber
of Commerce, and the City's web site. Bids were publicly opened and declared on October 16,
2006.
e A mandatory job walk was conducted on September 14, 2006. The following companies

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Golden State Fence Company is the lowest and best responsible
bidder for the installation of the wrought iron fence around the perimeter of La Plaza Park for a
total of $ 72,418 with a contingency amount of $2,582, but such award shall be effective only
upon being fully executed by both parties. Pursuant to this determination the issuance of a
purchase order by the Purchasing Manager to Golden State Fence Company in the amount of
$72,418 is hereby authorized and all other quotations therefore hereby rejected.
Contractor/ConsultantIV endor warrants it possesses, or shall obtain, and maintain during the
term of this agreement a business registration certificate pursuant to Title 5 of the City of San
Bernardino Municipal Code, and any and all other licenses, permits, qualifications, insurance
and approvals of whatever nature that are legally required of contractorlconsultant/vendor to
practice its profession, skill or business.
SECTION 2. The authorization to execute the above referenced purchase order is
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
