Backe:round The City of San Bernardino's adopted budget for FY 2006/07 includes funding for 14 additional Police Officer positions as p!lrt of the Combined Hiring Plan and 10 additional Reserve Police Officers. Additionally, the Police Department obtained an Office of Traffic Safety grant that provided personnel costs for four additional motor officers and necessary support equipment for these officers and their supervising Sergeant. Motorola XTS 5000 portable radios make up part of the approved equipment items. These portable radios allow officers to communicate when they are away from their patrol vehicle. Five Motorola XTS 5000 radios will be purchased using OTS grant funds. Fourteen Motorola XTS 5000 radios will be purchased with Law Enforcement DlF (Development Impact Fee) funds. Ten Motorola XTS 5000 radios will be purchased with General Fund monies to equip the new Police Officer and Reserve Police Officer positions. In addition to the portable radios, the OTS grant provides funding to purchase five Motorola XTL 5000 mobile radios for grant funded motorcycles. These in-car mobile radios allow officers to communicate while in their patrol vehicle. An additional five Motorola XTL 5000 radios were approved in the Information Technology budget to equip four new marked police vehicles and one unmarked detective vehicle added to the Police Department's fleet to support the Combined Hiring Plan. The City of San Bernardino owns a proprietary Motorola SmartNet radio backbone. This proprietary system only supports Motorola brand radios. Other alternative radios will not function on our radio infrastructure. ComSerCo, Inc is Motorola's regional government sales representative for the Motorola radios that work on our City 800 MHz radio system. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE PURCHASE OF 29 MOTOROLA XTS 5000 PORT ABLE AND 10 MOTOROLA XTL 5000 MOBILE RADIOS FROM MOTOROLA, INC. SECTION I. Whereas, Motorola clo ComSerCo Inc., of Riverside, Ca. is Motorola's regional government sales representative for the Motorola radios that work on the City's proprietary Motorola 800 MHz radio system, we must purchase this proprietary radio equipment from Motorola clo ComSerCo Inc. Therefore, the Mayor and Common Council authorize an exemption from the regular bid process in accordance with Section 3.04.010 B.3 of the San Bernardino Municipal Code. SECTION 2. That the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order for $128,831.40 to Motorola clo ComSerCo, Inc for the purchase of 29 Motorola XTS 5000 portable radios and 10 Motorola XTL 5000 mobile radios, Motorola quote no. 40856. The Purchase Order shall reference the number of this resolution and shall read "29 Motorola XTS 5000 portable radios and 10 Motorola XTL 5000 mobile radios. Motorola quote no. 40856. Not to exceed $128,831.40."
