STAFF REPORT
The request from the City of YuShu, China was first presented in
March of 1992, by the former Mayor of that City - Zhenyu Yuan, when
he visited the area.
I visited China in October of 1992 with the National President of
Sister cities, and much to my surprise the Mayor of YUShu city, Yu-
Lun-Ma, and Vice Mayor Fanq-Shu-Quanq, met me in Beijinq to firm up
the request to twin with San Bernardino as Sister Cities, and
requested to. visit San Bernardino.
On May 4, 1993, Hayor Ma-Yu-Lun, Vice Mayor Fanq-Shu Quanq, with
two other citizens visited San Bernardino for a week.
Kathy Karahalios of Metropolitan Investinq, Inc. had requested a
china affiliation and had aqreed to chair this committee, and
assisted me in hostinq the deleqation.
All courtesies extended to the deleqation were covered by the
private sector.

STAFF REPORT
FACTS ON rosm CITY:
YuShu city is located in the Songliao plains in the Central Zone of
the Jilin Province and is under the jurisdiction of Changehun City.
It is known as the "chemical industrial city in the northern part
of the country" and is near eastern Russia.
YuShu City has 16 towns and 21 townships with a total population of
1.17 million people and a total area of 4722 kilometers. The area
has 720 thousand acres of cultivated fields and boundless stretches
of terraced land.
It has one of the key grain bases in China. Has a plentiful supply
of water, which makes it an important agriculture center. It is
very rich in natural resources. Having world famous mineral waters
of superior quality.
YuShu City is the center for transportation and communications, and
is only 100 kilometers from an airport. The YU-'l'ao railway system
makes travel connections throughout China, very accessible.

The National sister City program originated in 1956, by
president Eisenhower who requested cities to participate as
part of his program on International Relations for the
purpose of aiding in the development of mutual understanding
between American cities and the global communities,
developing friendships and funding economic and cultural
cooperation for interchange between the participating
entities.
San Bernardino's Sister City Program began in 1959 with
Tachikawa, Japan, followed in the 60's with Mexicali and
Villahermosa, Mexico; in 1973, Tauranga, New Zealand; in the
early 1980's, Ile-Ife, Nigeria; 1985, Herzliya, Israel; Roxas
City, Phillipines 1990 and a municipal linkage in 1976 with
Riverside, california.
Official Sister city relations are consummated by formal
agreement between the governing body of the city in the
United states and a city in another country.
These relationships are recorded with .the national
office of Sister Cities International which maintains contact
with the foreign embassies and our United States Department
of State and makes diversified programs available to member
cities.
The policy of the city of San Bernardino over these many
years has been only to pay the national dues, which is
according to population, to the Sister cities International
organization in Alexandria, VA.
Through the Mayor'S Cultural Affairs Division, guidance
has been given to the Sister Cities organizations, and also
to many of the community organizations with international,
social programs, etc.
The sister cities groups have been formed as individual
non-profit organizations, each to conduct its business and
raise funds for the implementation of their programs.
Many times, there have been in-services, approved by the
Mayor and Common council to allow for, trans~ortation of
visiting dignitaries, special guests and ~n-serv~ces for some
activities.
No funding in large amounts to conduct their specific
programs have ever been initiated, the reaso~ being that
since it is a people-to-people program, the~r existence
should not depend on the public sector.
Before a Sister city is chosen for the City of San

citizen group or Irsociation which favors~e proposed
affiliation and intends to pursue a meaningful program after
the relationship is established. The group must be in a
position to finance its own activities as the City cannot
give assurance of financial backing.
A similar identifiable civic group must exist within our
counterpart city with which affiliation is proposed, with a
clear indication of intent to carry out active, mutual
programs. The foreign city, itself, must evidence a desire
to affiliate. The proposed city must not have a Sister City

RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING THE SISTER CITY
AFFILIATION BETWEEN THE CITY OF YUSHO, CHINA AND THE CITY OF SAN
BERNARDINO, CALIFORNIA.
WHEREAS, the people-to-people program was inaugurated by
President Dwight Eisenhower in 1956 to establish greater friendship
and understanding between the people of the United States and other
nations of the world; and
WHEREAS, all succeeding United States Presidents have endorsed
this program as Honorary Chairmen for the purpose .of encouraging
the exchange of ideas and cultures of the people of the United
States and other nations; and
WHEREAS, the City of San Bernardino through its Mayor and
Council recognizes and endorses this program with the hope that it
will lead to a lasting friendship between the people of Yushu,
China, and San Bernardino, California
18 COUNCIL, CITY OF SAN BERNARDINO, AS FOLLOWS:
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON

SECTION 1. That this Council, on behalf of the people of San
20 Bernardino, does hereby welcome the government and the people of
21 the city of Yushu, China, to participate with San Bernardino as its
22 Sister City for the purpose of creating greater mutual
23 understanding between the people of our two great cities and
24 nations.

SECTION 2. The Mayor is hereby authorized to act as official
26 representative of the City of San Bernardino to carry out this
27 program.
