CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subject:
Resolution ratifying the submittal of a grant application to the National Endowment for the Arts
(NEA), and authorizing the City Manager or his designee to execute the grant documents.
Background:
In August of this year, the Mayor's Office was contacted by the National Endowment for the
Arts. The NEA was concerned because they had recently become aware of the fact that the
County Arts Council had been dissolved. The NEA was eager to find a program in our City that
would be eligible for the 2006 round of the Challenge America: Reaching Every Community
Invitational Initiative. They were under a tight deadline to find new partners since their previous
partner, the County Arts Council, no longer existed. The city had one week to submit its
application. On August I 1, 2006 the City submitted an application to provide a symphony
program to middle school students. This will be the first time many of these children will be
exposed to this level of cultural arts. Our grant application was accepted and we were awarded
$10,000.
The Grant funds, along with matching funds from the San Bernardino Symphony, will be used to
pay for an additional performance of one of the San Bernardino Symphony Orchestra's season .
concerts. The performance will be offered, without cost, to middle school students from the San
Bernardino City Unified School district. Outreach will also be done to children that participate
in our local faith-based after school programs.
The goal of this concert is to allow students the opportunity, without cost, to attend and hear a
professional symphonic performance, as well as to learn more about symphonic music from
Maestro Carlo Ponti, Jr. - who will provide a pre-concert lecture on the symphony. This grant
will help the City serve the youth of our City by sponsoring a large program of indisputable
artistic merit and broad reach accompanied by some basic education from our Maestro.
Providing this type of program will help fulfill the City's commitment to making the cultural arts
accessible to all citizens.
The concert will be presented on Friday, January 26,2007.
Financial Impact:
None. Matching funds will be provided by the Symphony in the amount of 17,076.04 ($9,000 of
this is an in-kind donation by l\laestro Carlo Ponti because he will be performing the Symphony
free of charge.).

If awarded, the Grant funds, along with matching funds, will be used to pay for an additional performance of

Organization overview:
The City is required to deliver a myriad of civic services such as police, fire, code enforcement,
public works and uiilities. In addition to these civic activities and services, the City also is
responsible for providing accessibility to the cultural arts.
The City of San Bernardino has a unique history and a rich diversity of cultures. Arts and cultural
activities have a significant presence in the city, expressed through public art projects, galleries,
performing arts, community and cultural activities, international councils, and the sister city
program.
The Office's of Cultural and International Affairs is the city's link to the arts and international
communities The Cultural Affairs Office oversees the city's public art program, the Fine Arts
Grants program and the efforts of the Fine Arts Commission. San Bernardino contributes to a
number of civic and community organizations active in the fine arts and cultural affairs, including
CSUSB's Coyote Conservatory and Master Chorale, San Bernardino Symphony, Sinfonia
Mexicana, Sturges Auditorium, and Arroyo Valley High School magnet program for arts and
music. The International Affairs Office is the City's liaison with the International Council of San
Bernardino and the City's 11 Sister Cities, bringing cultural and artistic programs to San
Bernardino from around the world.
The City is also a major collaborator in a coalition called Arts on 5th Arts on 5th brings together the
best of the San Bernardino arts and culture communities in one location in the heart of the City.
Coalition members include the City of San Bernardino Cultural Affairs and International Affairs
Offices and California State University, San Bernardino's Coyote Conservatory. Arts on 5th is
struggling to find new resources because of recent events unfolding at the County of San
Bernardino The County has chosen to eliminate all arts funding from their general fund Now the
City is trying to fill in the gaps with new partners and a possible new location for Arts on 5th.
In addition to Arts on 5th, the City is lucky to host many individual artists who are valuable
resources in contributing to projects. The City has also been working with developers who have
demonstrated a desire and capacity to deliver effective art-based public art projects within their
new developments
The City is in the midst of hiring a Cultural Affairs consultant to develop a Cultural Arts Master
Plan for the City and really the entire region. As the County downsizes its activities, the City is
working to improve and increase cultural arts offerings to the community.

The funds from this Grant, along with matching revenues, will be used to present a
free symphonic concert at the California Theater for middle school students in San
Bernardino City Schools and students engaged in various faith-based programs within the
City. The concert will be presented on Friday, January 26, 2007. Students will be bussed
from their schools to the concert, and then bussed back to their schools after the
conclusion of the concert. In addition to the performance, the students will be treated to a
pre-concert talk by Maestro Carlo Ponti, Jr. to explain both the music to be performed and
the workings of a symphonic orchestra.
The concert will be an additional performance of one of the Symphony's "season"
concerts. The music to be performed will be classical selections included in the Disney
film Fantasia, specifically:
Tchaikovsky: Excerpts from the Nutcracker Suite
Dukas: Excerpts from The Sorcerer's Apprentice
Beethoven: Excerpts from the Pastoral Symphony
Gershwin Rhapsody in Blue

I demographics of the City of San Bernardino, and its schools in particular, the audience
will be comprised of children from mostly Hispanic or African American families and from
lower middle class or poor families, These are young people, who likely have had little or
no exposure to professional symphonic performances, but have shown through their
academic programs or extracurricular activities to have an interest in music.
The performers are all professional musicians and members of the San Bernardino
Symphony Orchestra, These are the very same musicians who will present this concert to
the Symphony's paid audience the following day. The performance will feature Michael
Tachia, the Symphony's principle pianist, featured in Gershwin's Rhapsody in Blue,
Finally, the entire performance will be conducted, and the pre-concert talk will be given, by
Maestro Carlo Ponti, Jr., a young, rising star in the international classical music scene,
