BACKGROUND The Carousel Mall Parking Structure is located at the northeast comer of the mall property, adjacent to both E Street and Fourth Street. It was built in1970, and has not had any lighting upgrades performed in its thirty-six year life. Southern California Edison (SCE) currently has a program which allows customers in its service territory to receive a low cost lighting upgrade in exchange for a two-year participation in demand response. The demand response program would reduce the lighting systems power by 20% during peak demands, which also saves the City operating expenses. Since this is a parking structure, the lighting would be reduced during peak hours from 12:00pm to 6:00pm, which is when the parking structure receives most of its light from the sun. There should be little noticeable impact to the public. Energy Controls and Concepts (ECe) is the authorized vendor to SCE for this program in the Inland Empire. ECC will retrofit 902 lighting fixtures in the structure, 722 of them at low cost. Low cost refers to the SCE program that will pay to retrofit these fixtures for no cost. However, since the City pays prevailing wages for all public works projects, we will pay the added cost for prevailing wage, which is a total of $9,750 for the retrofit of 722 fixtures. There are also 177 fixtures which have controls on them, and the City would have to pay $11,752 to retrofit these fixtures. The cost to the City would be $21,502.00 for work with an estimated value of over $100,000.00. FINANCIAL IMPACT This project is on the carryover list from FY 05-06, in account #001-321-5706, (Alterations and Renovations) RECOMMENDATION Adopt Resolution
