Background: On August 7, 2006, the Mayor and Common Council allocated funds, as part of the FY 2006/07 Capital Improvement Program (CIP), for aesthetic treatment and drainage improvements at the 1-215 Freeway and University Parkway. The easterly side of University Parkway, northerly of the 1-215 northbound off-ramp, was landscaped and irrigated by the adjacent development and is being maintained by a Landscape Maintenance District. However, the parkways in the immediate area of the off-ramp, which are located in CaItrans right-of-way, were never landscaped and are overgrown in weeds. This project consists of removal of the weeds and installation of rockwork on the southeasterly quadrant of the northbound off-ramp. A permit from CaItrans has been obtained for the rockwork improvements. These improvements will adjoin the existing Landscape Maintenance District and they will be maintained by the Department of Parks and Recreation. The northwesterly and southwesterly quadrants will be landscaped as part of the 1-215 at University Parkway fly-over ramp project. The proposed improvements are in Caltrans right-of-way. The plans and specifications for this project have been completed and the project was opened to public bidding on September 5, 2006. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction Bid Source, Bid Ocean, the City's web site, and with the San Bernardino Area Chamber of Commerce. Costa Mesa $ 74,450.00 EDlzineer's Estimate $ 39,450.00 Based on review of the sealed competitive bids received, staff has determined that Diversified Landscape Management, Inc. of Riverside, CA, the lowest bidder, has met the minimum requirements of the specifications and bid guidelines; and, therefore, recommends that the Mayor and Common Council award the referenced contract to Diversified Landscape Management, Inc. 2 101171200610:47 AM e e e CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT - Continued The estimated project costs are as follows: $ 38,100.00 $ 5,200.00 $ 5,700.00 $ 49,000.00 If approved, this project is expected to begin construction in November of 2006 and be completed in January of2007. The plans for this project were provided at no cost to the City by J.R. Watson & Associates. Mr. Watson is the developer of the University Heights project, located near Northpark Blvd. and Campus Parkway. He is concerned about the appearance of the entry to the California State University San Bernardino area and has contributed $20,000 cash, plus the cost of plans toward this beautification project. Financial Impact: An amount of $50,000 was allocated in the FY 2006/07 CIP for this project in Account No. 126-369- 5504-7680 "Aesthetic Treatment and Drainage Improvements at 1-215 Freeway on University Parkway." (SS07-17). J.R. Watson & Associates contributed $20,000 as evidenced by Receipt No. 742802, which was posted September 6, 2006 to pay for $20,000 of the $50,000 cost. The total funding amount of $50,000 is adequate to construct this project. Recommendation: Adopt Resolution. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO DIVERSIFIED LANDSCAPE !\IANAGEl\IE:\T, I:\C. FOR LANDSCAPE IMPROVEMENTS FOR UNIVERSITY PARKWAY AT INTERSTATE 215 - PHASE I (SS07-17), PER PLAN NO. 11630. BE IT RESOLVED BY THE MAYOR Al\'D COMMON COVl\'CIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Diversified Landscape Management, Inc. 12112, Severn Way, Riverside, CA 92503, is the lowest responsible bidder for Landscape Improvements for University Parkway at Interstate 215 - Phase I (SS07 -17), per Project Plan No. 11630. A contract is awarded accordingly to said bidder in a total amount of $ 38,100.00, with a contingency amount of S 5,700.00, but such contract shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 2.
