Often these properties have code violations or other problems that make it necessary to contact the owners of managers of these properties. In a majority of the properties the tenants do not know who to contact, nor does the community, when there is a problem at these properties. This Ordinance will require all multi-unit residential properties to be posted with the name and phone number of a responsible person who can be reached 24 hours a day and 7 days a week. The property also must be posted with the owners name and phone number, as well as the phone number for Code Enforcement. Posting of these properties will allow not only the City to know how to reach the responsible person, but also the residents and community as well. By requiring that the property be posted with Code Enforcement's phone number, residents in the community will have the information they need to address the problems in their neighborhood. This Ordinance will make property owners more visible to the public and should result in more care being given to the properties. Violation of this ordinance will be either an infraction or a misdemeanor and punishable by a$100.00 fine for an infraction and up to a $1,000.00 fine and/or six months in jail for a misdemeanor. City Attorney PLO)"' R A F T 1 ORDINANCE NO. 2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING CHAPTER 15.26 TO THE SAN BERNARDINO MUNICIPAL CODE RELATING TO POSTING OF 3 INFORMATION ON ALL MULTIFAMILY RENTAL UNITS. 4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 5 6 SECTION 1. Chapter 15.26 is hereby added to the San Bernardino Municipal Code to 7 read as follows: 8 Chapter 15.26 POSTING OF OWNERSHIP INFORMATION ON MULTIFAMILY RENTAL 9 UNITS 10 15.26.010 Sign and Notification Requirements 11 All residential multifamily residential units shall be posted with a required identification 12 sign in a location that is clearly visible from the street and shall clearly display the following 13 information in lettering of sufficient size to be easy to read from the street: 14 A. The name of the managing agency,agent property manager,or owner of the unit, 15 and a telephone number at which that party may be reached on a twenty-four(24) 16 hour basis; 17 B. The name and telephone number of the owner of the property; and 18 C. The telephone number of the City's Code Compliance Department. 19 15.26.020 Violation-Penalty 20 Any person violating this provision is guilty of a misdemeanor or an infraction which, 21 upon conviction thereof,is punishable in accordance with the provisions of Section 1.12.010 of this 22 Code. 23 15.26.030 Severability. 24 Should any provision, section, paragraph, sentence, or words of this Ordinance be 25 rendered or declared invalid by any final court action in a court of competent jurisdiction, or by 26 reason of any preemptive legislation,the remaining provisions,sections,paragraphs,sentences,and 27 words of this Ordinance shall remain in full force and effect. 28 1 • City Attorney RIFF 1 I HEREBY CERTIFY that the foregoing ordinance was duly adopted by the Mayor and 2 Common Council of the City of San Bernardino at a regular meeting thereof, held on 3 the day of , 2006 the following vote, to wit: 4 COUNCIL MEMBERS: AYES NAYS ABSTAIN ABSENT 5 ESTRADA 6 BAXTER 7 VACANT 8 DERRY 9 KELLEY lo JOHNSON 11 MCCAMMACK 12 13 Rachel G.
