Subject:
Resolution awarding a contract to Nikola Construction Corporation for Sewer Improvements on Athol
Street from "D" Street to Arrowhead Avenue (SW06-04) and Goodlett Street from Pico Street to
Herrington Avenue (SW06-08), and Street Improvements on Goodlett Street from Western Avenue to
Mt. Vernon Avenue (SW06-08), per Project Plan No. 11646.
Background:
On August 15, 2005, the Mayor and Common Council allocated funds, as part of the FY 2006/07
Capital Improvement Program (CIP), for sewer improvements on Athol Street and sewer line
replacement (SW06-04); and Goodlett Street sewer line replacement (SW06-08).
On Athol Street, the existing sewer main has a reverse flow due to the high water table under the
Warm Creek Channel Bridge. The 8-inch line replacement will extend approximately 350 feet.
The maintenance of the sewer main on Goodlett Street has become increasingly difficult, due to its
deteriorated condition. Claims for damages due to plugging of this sewer main have increased in
recent years.
These projects consist of the following:
1. Trenching of the new sewer main.
2. Installation of the new sewer main.
3. Repair of the existing street.
4. Milling of existing street on Goodlett Street.
5. Pavement overlay on Goodlett Street.
The plans and specifications for this project have been completed and the project was opened to public
bidding on July 25, 2006. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily
Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction
Bid Source, Bid Ocean, the City's web site, and with the San Bernardino Area Chamber of Commerce.
Bids have been received and are listcd below:

Based on review of the sealed competitive bid received, staff has determined that Nikola Construction
Corporation of Irvine, CA, the lowest bidder, has met the minimum requirements of the specifications

and bid guidelines; and, therefore, recommends that the Mayor and Common Council award the
referenced contract to Nikola Construction Corporation.
The estimated project costs are as follows:
Construction Cost (basic bid) $ 241,916.00
Contract Management and Inspection (approx. 13%) $ 31,796.60
Contingencies (approx. 15%) $ 36,287.40
Estimated Total Proiect Cost $ 310,000.00
If approved, this project is expected to begin construction in November of 2006 and be completed by
the beginning of 2007.
Financial Impact:
Current funding for this project is from the "Sewer Line Construction Fund" and, due to the
deteriorating condition of these lines, it is requested that the $8,100 shortfall be funded under our
"Sewer Line Maintenance Fund," which will allow the "Sewer Line Construction Fund to be used on
new sewer construction.
Recommendation:
I. Authorize the Director of Finance to amend the FY 2006/07 budget by transferring $8 I, I 00 from
Miscellaneous Sewer Repairs (SW-E) and $19,300 from Project No. SW06-08 to Project No.
SW06-04; and
2. Adopt Resolution.
