Synopsis of Previous Council Action:

Resolution No. 2004-322 was adopted, approving Agreement with San Manuel Band of Mission
Indians for public improvement projects for tribal project impacts.
Resolution No. 2005-08 was adopted, approving Agreement for Professional Services with
Engineering Resources of Southern California to provide Civil/Traffic Engineering Services for
the Design of Street, Storm Drain, Traffic Signal and Sound Wall Improvements along Victoria
Avenue from Highland Avenue to Lynwood Avenue.
Adopt a Mitigated Negative Declaration and Mitigation Monitoring/Reporting Program for the
Victoria A venue Street Improvement and Beautification Project and authorize the preparation of
the final Plans, Specifications and Cost Estimate for Phase I construction.

Resolution awarding a contract to Hillcrest Contracting, Inc. for Street Improvements and
Beautification Project on Victoria Avenue from 28th Street to Lynwood Drive (Phase I) (SS05-25) per
Project Plan No. 11619.
Background:
On August 7, 2005, the Mayor and Common Council allocated funds, as part of the FY 2006/07
Capital Improvement Program (CIP), for street and beautification improvements on Victoria Avenue
from 28th Street to Lynwood Drive as Project No. SS05-25.
The San Manuel Tribe has contributed $5,500,000 to the City of San Bernardino to address traffic
impacts from its new casino on Victoria Avenue between Highland Avenue and Lynwood Drive.
This project (Phase I of two phases) consists of the following:
I. Off- Road Construction
a) Construction of sound walls and related work.
2.
28th Street to Lynwood Drive Improvements and Other Road Issues/Improvements
a) Traffic signal at Victoria Avenue and Mirada Road.
b) Traffic Signal and channelization at Victoria Avenue and Lynwood Drive.
c) Concrete curb & gutter and sidewalk.
d) ADA accessible curb ramps.
e) New landscaped center median island.
f) Parkway landscaping.

The plans and specifications for this project have been completed and the project was opened to public
bidding on September 12,2006. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room. San Diego Daily
Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction
Bid Source, Bid Ocean, the City's web site, and with the San Bernardino Area Chamber of Commerce.
Bids have been received and are listed below:

Based on review of the sealed compel1tlve bid received, staff has determined that Hillcrest
Contracting, Inc. of Corona, CA., the only bidder, has met the minimum requirements of the
specifications and bid guidelines; and, therefore, recommends that the Mayor and Common Council
award the referenced contract to Hillcrest Contracting, Inc.

A total of 14 contractors purchased plans for the project, but Hillcrest Contracting, Inc. was the only
bidder. Staff checked with contractors who took out plans and found that some did not bid because
they were very busy and other projects were bidding at the same time, which meshed better with their
areas of specialty. Their bid preparation staff is limited and they felt they had a better chance of being
the low bidder for other projects bidding at the time.
Staff feels the bid price is fair and reasonable considering the current bidding climate and award of a
contract to Hillcrest Contracting, Inc. is recommended.
The estimated project costs are as follows:
$ 2,409,529.20
$ 149,517.88
$ 240,952.92
$ 2,800,000.00
If approved. this project is expected to begin construction in October of 2006 and be completed by
summer of2007.
Phase II of the project will consist of improvements at the intersection of Victoria A venue and
Highland A venue. The primary focus of phase II will be to modifY the intersection and existing traffic
signal to add a double left turn for eastbound traffic on Highland Avenue turning northbound onto
Victoria Avenue.
Phase II is currently in design and is expected to bid by the end of 2006.
Financial Impact:
Adequate funding for this project is available in Account Nos. 246-366-5504-7549, 246-366-5504-
7550 and 246-366-5504-7551 for Street and Beautificati\ln Improvements on Victoria Avenue (Phase
I) from 28th Street to Lynwood Drive. See attached spreadsheet of costs for details.
Recommendation:
Adopt Resolution.

VICTORIA AVENUE FROM 2STH STREET TO L YNWOOD DRIVE - PHASE 1 (SS05-
25), PER PROJECT PLAN NO. 11619.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I. Hillcrest Contracting, Inc., 1467 Circle City Drive, Corona, CA 92879, is
the only responsible bidder for Street Improvement and Beautification project on Victoria
Avenue from 28th Street to Lynwood Drive - Phase I (SS05-25), per Project Plan No. 11619.
A contract is awarded accordingly to said bidder in a total amount of $ 2,409.529.20, with a
contingency amount of $ 240,952.92, but such contract shall be effective only upon being fully
executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby
authorized and directed to execute said contract on behalf of the City; a copy of the contract is
on file in the office of the City Clerk and incorporated herein by reference as fully as though set
forth at length.
SECTION 2. This contract and any amendment or modifi.cations thereto shall not take effect
or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it within
sixty (60) days of passage of this resolution.
