Description: N/ A Finance: Council Notes: IObr)/()3 I Agenda Item No. / if , CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Authorize rejection of all bids and solicitation of new bids for the construction of Verdemont Fire Station #232. Background: On September 15, 2003, the Mayor and Common Council approved the Five-Year Capital Improvement Plan (CIP). Included in the plan is the proposed construction of a new Fire Station to serve the Verdemont area. The proposed fire station is to be located on a plot of land on the east side of Palm A venue, north of Kendall Drive. This project for Construction of the Verdemont Fire Station per Plan No. 10808, was advertised locally and bids were received on October 8, 2003. The following three companies submitted bids: Name of Bidder City Basic Bid Basic Bid + Additive Alternate Shellman Enterprises Riverside $2,269,000.00 $2,280,214.00 Sanders Construction Services Lake Forest $2,375,000.00 $2,390,000.00 Gamut Construction Company Montclair $2,559,000.00 No Bid Enl!:ineer's Estimate $1,800,000.00 $1,850,000.00 All bids were significantly higher than the Architect's estimate of the cost of the project. Additionally, all the bids contained serions irregularities which resulted in a determination that all three bids were non-responsive. Staff contacted several bidders and determined that other large projects were bidding at the same time and that may have been the reason so few bids were received. Staff believes that, after some value engineering with the assistance of the project Architect, more favorable bids can be obtained. Therefore, staff is recommending that all bids be rejected and the project re-advertised for bids. Financial Impact: None. Recommendation: That the Mayor and Common Council authorize rejection of all bids for the construction of Verdemont Fire Station #232, authorize staff to revise the plans and design for said fire station, and authorize the City Engineer to solicit new bids for the construction of Verdemont Fire Station #232 based upon said revised plans and design.
