BACKGROUND As explained in the attached correspondence from the Ms. Mary Ann Voss, the Inland Regional Center (IRe) is a non-profit organization that works with developmentally disabled people in San Bernardino and Riverside counties. The Center proposes to hold a Family Fun Festival on Saturday, November I, 2003 from 10:00 a.m. to 3:00 p.m. in the Center's parking lot located at 674 Brier Drive, San Bernardino as outlined in their site plan. The fair is to benefit the developmentally disabled and their families. Councilwoman McCammack has recommend that this item be placed on the Mayor and Council agenda directly in lieu of going to the Ways and Means Committee. FINANCIAL IMPACT The amount of the Temporary Use Permit is $351 (Planning); $58 (Building); $161 (Fire) $60 (Business Registration); $30 (Animal Control); $368 (Refuse) for a total TUP fee of $1,028. I would first like to explain who we are and what function our agency serves in the community. Inland Regional Center (IRC) serves the developmentally disabled, consisting of approximately 19,000 consumers, in the San Bernardino and Riverside Counties. We are the largest of 21 regional centers contracted with the State of California to provide casemanagement services as well as day program, community integration, residential, behavioral, supported living, transportation, and respite services (etc.) to consumers from birth until death. In order to qualify for regional center services, under the Lanterman Act, a person must have a developmental disability which occurs before the age of 18 years. Qualifying conditions for eligibility are mental retardation, epilepsy, autism, and cerebral palsy. For the past few years, IRC has hosted an annual family fun festival. As in September of 2000, the event will be in our front parking lot at 674 Brier Drive, San Bernardino. It will be held on Saturday, November 1, from 10:00 a.m. to 3:00 p.m. This event is free to consumers and families and friends they invite. IRC vendors, i.e., day program providers, supported living services providers, behavioral services providers, community integration providers, and respite providers host booths where they disseminate information about their services and provide an activity (such as fishing, face painting, etc.) for their visitors. IRC staff will also have booths. These booths will have information helpful to the consumers they serve and will also offer an activity with prizes of some sort. We have invited consumers in our day programs to display their artwork. As I'm sure you are aware, ARC San Bernardino's adult development center has a fantastic art program and many gifted artists among their consumers. IRC will expend funding for three "bouncers," which are inflated jumpers. We are renting a petting zoo for the day. Our consumers love to dance and do karoake singing, so we are renting a dance floor which will be covered by a 20' by 80' tent canopy. An IRC staff person has donated her services as a D.J. We are in the process of requesting donations of EZ-Up canopies to protect the booths in case the weather is very warm that day. For food, we are going to fund the purchase of double-wrapped sub sandwiches from B K Subs on Tippecanoe in San Bernardino. We are hoping to get donations of potato chips and fruit from CostCo or Stater Brothers to complete the lunch. Water is being donated by the Pechanga Indian Tribe and will be distributed by them at their booth. Since we have booths that need electricity, as well as the bouncers and D.J., we will rent a generator for the day. In 2000, one generator was enough and we believe that will also be true this time. After all the booths are set up (before 10:00 a.m.), we will close off the east entrance to our parking lot. Please see the enclosed site map. Visitors will enter and leave the event using the west entrance which is shared with ITT Tech. ITT Tech does not have classes on Saturday. IRC leases its buildings (we also lease the building next to the east entrance to 674 Brier) from Glenborough Enterprises, which owns many buildings in this area. Overflow parking can be accommodated in the parking lot at this other building at 760 Brier Drive. We can never predict how many persons will come to our Family Fun Festival. We are estimating between 1,000 to 2,000 individuals, who will arrive and leave at varying times during the course of the event. Since our funding this year for the event is limited due to the state budgetary crisis, we would like to request that the City Council of San Bernardino waive the permit fees that would be required to be paid. This would reserve our funds for food, prizes, and activities for our consumers and their families. Thank you in advance for your consideration of our request.
