Description: Street Maintenance Finance: Council Notes: Agenda Item NO.--/-ItJ-- 1/S/lXP " CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution authorizing establishment of a 4-Way Stop at the intersection of Grant Avenue and "]" Street. Background: During a School of the Month visit to Urbita Elementary School on January 11, 2006, Development Services staff received a request from area residents and school staff to install a 4- way stop at the intersection of Grant Avenue and "]" Street. Urbita Elementary School is located inunediately adjacent to this intersection. The requestors feel that installation of a 4-way stop at this intersection would enhance traffic safety especially for children on their way to and from the school. The concern for the children's safety is further exacerbated by the fact that San Bernardino Valley College Students use Grant Avenue as a short cut on their way to and from school thereby increasing the amount of traffic on this section of the road. Both Grant A venue and "1" Street are classified as local residential streets within this area. Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop Sign Installation. A petition was prepared by staff, circulated by the Valley College Neighborhood Cluster Association and signed by residents in the vicinity of the intersection. Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop signs, sign a petition agreeing to the installation and that at least two other criteria are met. In this case, criteria B-1 and B-11 are met. Part B- I of the warrant is met when a school is located within six hundred (600) feet of the intersection and the intersection is on the suggested route to school. In this case, Urbita Elementary School is located on the northeast comer of the intersection and the intersection is on the suggested route to school. Part B-11 is met when the vehicle volume entering the intersection exceeds 600 vehicles in any hour of the day. At this intersection, this part of the warrant is satisfied during the 8:00 to 9:00 a.m. hour, the 3:00 p.m. to 4:00 p.m. hour, and the 5:00 p.m. to 6:00 p.m. hour. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of Grant Avenue at "J" Street. The attached Resolution has been updated to reflect current field conditions including stop signs that were approved under other resolutions. 2 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Financial Impact: The estimated cost of $1,500.00 for installing the new stop signs will come from Account No. 001-402-5111 (Street Maintenance).
