Action Plan and 2005-2010 Five-Year Consolidated Plan

OPERATION PHOENIX - SUMMER YOUTH WORK PROGRAM
BACKGROUND:
As part of the Mayor's Safe Summer for Youth Initiatives, the City of San Bernardino ("City") is
offering a myriad of summer activities that include free pool admission for youth, expansion of pool
hours, after school recreation activities, and an "at-risk" youth program that will provide jobs to youth
from within Operation Phoenix' Target Area ("Target Area" - See Map), and areas of the City located
on Medical Center Drive, Pumalo and Date Streets. The type of work the youth will undertake
include, but are not limited to: a) graffiti and trash removal, clean-up; b) assistance to seniors or
disabled residents; c) mentoring by employment supervisors; and d) a voluntary drug testing
component.
CURRENT ISSUE:
The proposed "at-risk" summer youth program ("Program") will be implemented through the Los
Padrinos Youth Services Organization through the authorization of a Standard Contract Agreement
with the City. Said Program will employ approximately forty (40) youth that live within the area noted
above and who are between the ages of 14-21. The term of employment will be for nine (9) weeks.
In order to implement and carry out the proposed Program, a total of $70,000 is needed. The City is
requesting that $35,000 of federal Community Development Block Grant (CDBG) Funds be allocated
to this Program, and $35,000 will be allocated from the City's General Fund. The $35,000 of CDBG
funds will be allocated from the Program Income/Unappropriated Fund account under the category of
"public service". An amendment to the City's 2005-2010 Consolidated Plan and 2006-2007 Annual
Action Plan will be required per HUD's federal regulations. Staff will prepare said amendment for
publication. The City will execute a contract with Los Padrinos and invoice the Agency up to $35,000.
ENVIRONMENTAL IMPACT:
All required environmental actions, National Environmental Policy Act (NEPA) and California
Environmental Quality Act (CEQA) will be addressed prior to release of funds.
FISCAL IMPACT:
$35,000 will be allocated from federal CDBG funds and $35,000 allocated from the City's General
Funds.
