July 19, 2003: The Mayor and Common Council approved a contract with the County of San Bernardino for Headstart services, to include acost-of-living allowance for current Headstart/Preschool positions effective September 1, 2003. Recommended Motion: • Update salary resolution to reflect current salary for Law Enforcement Trainee. • Approve salary increases for the following Headstart/Preschool positions, effective September 1, 2003: Teacher/Director from $15.47 to $16.33; Teacher from $13.45 to $14.19; Teacher Aide from $9.12 to $9.62; Typist Clerk (Headstart) from $9.46 to $9.99. BACKGROUND Law Enforcement Trainee: Section 186 of the City Charter establishes a formula for setting salaries for local safety members effective August 1 of each year. On October 21, 2002, salaries for local safety members were approved by the Mayor and Common Council effective August 1, 2002. This is to update the already approved salary for Law Enforcement Trainee position to reflect the current salary. HeadStarUPreschool: The Pazks, Recreation & Community Services Department operates the HeadStart/Preschool Program. The program is federally funded and administered through the County of San Bernardino Department of Preschool Services. The grant dictates the pay rates for the fixnded positions. The 2003-2004 grant provides for pay increases for the following positions: CURRENT PROPOSED POSITION SALARY SALARY Teacher/Director $15.47/hour $16.33/hour Teacher $13.45/hour $14.19/hour Teacher's Aide $9.12/hour $9.62/hour Typist Clerk (Headstart) $9.46/hour $9.99/hour FINANCIAL IMPACT This is a federally funded program; therefore, there will be no impact to the General Fund. It is requested that the proposed pay rates become effective retroactively to September 1, 2003. • Update salary resolution to reflect current salary for Law Enforcement Trainee. • Approve salary increases for the following HeadstardPreschool positions, effective September 1, 2003: Teacher/Director from $15.47 to $16.33; Teacher from $13.45 to $14.19; Teacher Aide from $9.12 to $9.62; Typist Clerk (Headstart) from $9.46 to $9.99.
