Subject:
Resolution adopting the Five-Year Capital Improvement Program (2003-2008) for Measure "I"
Local Expenditures.
Back~round:
In November 1989, voters approved Measure I authorizing San Bernardino Associated
Governments (SANBAG), acting as the Transportation Authority, to impose a one-half of one-
percent retail transaction and use-tax applicable throughout the county. This tax can only be
used for transportation improvements and traffic management programs authorized in the
expenditure plans set forth in Ordinance No. 89-1 of the authority.
The referenced ordinance requires each local agency to expend funds based on a 5-year Capital
Improvement Program and 20-year Transportation Plan adopted by resolution. The
Expenditure Plan only relates to these funds and their expenditure; it is mandatory that each
agency update the plan and program each year.
The proposed 5-Year Program for Measure I Local Funds (Attachment A) is based upon the
City's 5-Year Capital Improvement Program.
Amendments to the plan can be made throughout the year by action of the Mayor and Common
Council.
This year, SANBAG is requmng Clues to provide an "Expenditure Strategy" statement.
Attached is a copy of the proposed statement for this year.
Financial Impact:
The financial impact related to the adoption of the Expenditure Plan is reflected in the 5-year
Capital Improvement Plan for the City.

YEAR CAPITAL IMPROVEMENT PROGRAM (2003.2008) FOR MEASURE "I" LOCAL
3 EXPENDITURES.

5 WHEREAS, San Bernardino County voters approved passage of Measure "I" in November,
6 1989, authorizing San Bernardino Associated Governments, acting as the San Bernardino County
7 Transportation Authority, to impose a one-half of one percent retail transactions and use tax
8 applicable in the incorporated and unincorporated territory of the County of San Bernardino; and,
9 WHEREAS, revenue from the tax can only be used for transportation improvements and
10 traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 89-1
11 of the Authority; and,
12 WHEREAS, Expenditure Plans of the ordinance require each local jurisdiction receiving
13 revenue from the tax to expend those funds pursuantto a Five-year Capital Improvement Program
14 ("CIP") and a Twenty-Year Transportation Plan adopted by resolution of the local jursidaiction;
15 and,
16 WHEREAS, Expenditure Plans of the ordinance also require that each local jurisdiction
17 annually adopt and update the Five-Year Expenditure Plan.
18 NOW THEREFORE, BE IT RESOLVED that the Common Council of the City of San
19 Bernardino, State of California, hereby adopts the Measure I Five-Year Capital Improvement
20 Program, a copy of which is attached and identified as Attachment" A", except for Streets/Street
21 Lighting CIP Projects SS 04-10, SS 04-63, SS 04-21, SS 04-49, SS 04-92, SS 04-123 and SS 04-
22 129, which shall be voted upon by separate motion(s) to become part of this Resolution as
23 Attachment "C", and adopts the Expenditure Strategy identified as Attachment "B" to this
24 resolution.

MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN
EXPENDITURE STRATEGY
2003/2004
The City of San Bernardino will continue to place emphasis on both the regional
and sub-regional arterial roadway system during the next five years of the Measure
I program. At least fifty percent of our Measure I funds allocation will be
earmarked for specific capital projects that are geared towards improving traffic
flow and motorist convenience. Failing pavement surfaces will be rehabilitated
and traffic striping modified as needed to accommodate increased traffic demand;
and intersection capacity will be improved with new and modified traffic signals.
In addition to the above capital projects program, San Bernardino will continue to
allocate up to fifty percent of our annual Measure I funds towards public works
maintenance activities. Maintenance work will continue to include the city's traffic
signal s)'stems, sidewalk and curb repair, and pavement repair and overlay on the
local street system,

WHEREAS, San Bernardino County voters approv
passage of Measure "I" in
acting as the San

8 transactions and use tax applicable in the incorporated nd unincorporated territory of the County
9 of San Bernardino; and,
10 WHEREAS, revenue from the tax can y be used for transportation improvements and
II traffic management programs authorized in e Expenditure Plans set forth in Ordinance No. 89-1
12 of the Authority; and,
13 WHEREAS. Expenditure PIa of the ordinance require each local jurisdiction receiving
14 revenue from the tax to expend tho funds pursuant to a Five-year Capital Improvement Program
IS (''eIP'') and a Twenty-Year Tr sportation Plan adopted by resolution of the local jursidaiction;
16 and,
17 WHEREAS, Expe diture Plans of the ordinance also require that each local jurisdiction
18 annually adopt and up te the Five-Year Expenditure Plan.
19 FORE, BE IT RESOLVED that the Common Council of the City of San
20 Bernardino, Stat of California, hereby adopts the Measure I Five-Year Capital Improvement
21 of which is attached and identified as Attachment "A", except for Streets/Street
23 shall be ted upon by separate motion(s) to become part of this Resolution as Attachment "C",
24 and adopts the Expenditure Strategy identified as Attachment "B" to this resolution.
