BACKGROUND On September 23, 2002, Resolution #2002-311 was adopted, ratifying submittal of a grant application to the Office of Traffic Safety for the "San Bernardino Traffic Enforcement Program" grant. The amount approved was $204,000. This was a multi-tasked program, covering driving under the influence (DUI) arrests, pedestrian safety, seat belt compliance, bicycle safety, etc. The focus of this campaign will be on reducing drinking and driving. On August 8, 2003, the Office of Traffic Safety sent the San Bernardino Police Department a notice that they are currently awarding local law enforcement agencies funds through a mini grant for increased DUI checkpoints. The mini grant is for overtime and reporting costs related to increased enforcement during the periods of December 19, 2003 through January 4,2004, and June 25, 2004 through July 10, 2004. In alcohol involved crashes, sobriety checkpoints are proven winners. Studies conducted in California and other states point to the fact that cities conducting sobriety checkpoints report substantial reduction in alcohol-involved crashes. Additionally, organizations such as Mothers Against Drunk Driving, The National Highway Traffic Safety Administration, and the National Traffic Safety Board call sobriety checkpoints one of the most important DUI counter measures available to law enforcement agencies. After careful consideration of balancing resources with needs, a deployment plan was developed for the mobilization period. It will include a sergeant, corporal and ten police officers per event. The total amount of overtime dedicated to this program will be approximately $38,300. There is no matching fund requirement. FINANCIAL IMPACT There is no financial impact on the City's General Fund. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE POLICE DEPARTMENT TO APPLY FOR AND ACCEPT A DRIVING UNDER THE INFLUENCE (DUI) MINI GRANT FROM THE STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY IN THE AMOUNT OF $38,300. SECTION I: The Mayor and Common Council of the City of San Bernardino hereby authorize the Police Department to apply for and accept the State of California Office of Traffic Safety Mini Grant in the amount of $38,300. The grant is for overtime and reporting costs related to increased enforcement during the "You Drink & Drive, You Lose" Campaign. Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate form COTS-38E), contained in the Office of Traffic Safety Grant Agreement.
