Clark, City Clerk August 27, 2003 Designation of Voting Delegate for League of California Cities Annual Conference to be held September 7-10, 2003, in Sacramento, California The League of California Cities Annual Conference will take place September 7-10, 2003, in Sacramento, California. One very important aspect of the Annual Conference is the General Business Meeting when the membership takes action on conference resolutions. Annual conference resolutions guide cities and the League in efforts to improve the quality, responsiveness and vitality oflocal government in California. To expedite the conduct of business at the above-referenced policy-making meeting, the League has requested that each City designate a voting representative and an alternate who will be present at the Annual Business Meeting. Council Member Neil Derry will be attending this year's conference. Request is hereby made to designate Council Member Derry as the City of San Bernardino's voting delegate at the League of California Cities Annual Conference in Sacramento. League of California Cities Annual Conference Votinq Procedures 1. Each member city has a right to cast one vote on matters pertaining to League policy. 2. To cast the city's vote, a city official must have in his or her possession the city's voting card and be registered with the Credentials Committee. 3. Prior to the Annual Conference, each city should designate a voting delegate and an alternate and return the Voting Delegate Form to the League Credentials Committee. 4. The voting delegate, or alternate, may pick up the city's voting card at the voting card desk in the conference registration area. 5. Free exchange of the voting card between the voting delegate and alternate is permitted. 6. If neither the voting delegate nor alternate is able to attend the Business Meeting, the voting delegate or alternate may pass the voting card to another official from the same city by appearing in person before a representative of the Credentials Committee to make the exchange. Prior to the Business Meeting, exchanges may be rnade at the "Voting Card" table in the League Registration Area. At the Business Meeting, exchanges may be made at the "Voting Card" table in the front of the meeting room. Exchanges may not be made while a roll call vote is in progress because the Credentials Committee will be conducting the roll call. 7. Qualification of an initiative resolution is judged in part by the validity of signatures. Only the signatures of city officials who are authorized to use the city's voting card, and who have left a sample of their signature on file for the Credentials Committee, will be approved. 8. In case of dispute, the Credentials Committee will determine the right of a city official to vote at the Business Meeting. September 7 throuqh Wednesdav. September 10. 2003 in Sacramento. One very important aspect of the annual conference is the annual business meeting where the membership takes action on conference resolutions. It is important that .!ill cities be represented at the Annual Business Meeting on Wednesday, September 10, at 10:00 a.m. at the Sacramento Convention Center. To expedite the conduct of business at this important policy-making meeting, each city council should designate a voting representative and an alternate who will be registered at the conference and present at the Annual Business Meeting. A voting card will be given to the city official that is designated and indicated on the enclosed "Voting Delegate Form." Please complete and return the enclosed form to the League's Sacramento office at the earliest possible time (not later than Friday, August 8, 2003), so that proper records may be established for the conference. The city's designated voting delegate may pick up the city's voting card at the Voting Card desk located in the League registration area. The Desk will be open on September 7,8,9 and 10. Voting cards should be picked up before the Annual Business Meeting on September 10. The voting procedures to be followed at this conference are printed on the reverse side of this memo.
