STAFF REPORT
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing
submission of a financing application to the California Infrastructure and Economic
Development Bank for financing of the Verdemont Fire Station and approving certain other
matters in connection therewith.
Backe:round:
The State of California Infrastructure and Economic Development Bank (CIEDB) provides low
rate infrastructure loans for terms up to twenty-five years. Jurisdictions are eligible to apply for
funding up to $20 million from CIEDB. The Water Department and EDA have applied and
received previous loans from CIEDB, which total $12 million ($10 million for the Water
Department, and $2 million for EDA).
In May, staff submitted a preliminary loan application to secure funds for construction of the
Verdemont Fire Station. The preliminary application was approved, and the City was invited to
submit a final loan application. Although approval of the preliminary application is not a
guarantee that the final loan will be approved, CIEDB staff, Justen Page, indicated that if there
were no major changes from the preliminary application, the loan would likely be approved by
the CIEDB Board in late October.
In July, Mayor and Council authorized the City Engineer to solicit bids for construction of the
new station. It is estimated that the fire Station construction, contingency amount, and loan fees
will total $2 million. Construction may not begin until the loan is approved; however, CIEDB
allows the borrowing jurisdiction to award the construction bid prior to Board approval of the
loan. Facilities Management estimates the construction bid will be awarded in October.
Construction will commence shortly after the bid award.
In order to submit the final loan application, Mayor and Council must adopt the proposed
resolution. The wording of this resolution was provided by CIEDB. The application and
resolution will then be forwarded to CIEDB for final approval. Once CIEDB's Board approves
the loan, construction can begin in accordance with the City's normal process. Because
CIEDB's final approval may take up to two months, this resolution is being presented at this
time. As part of the backup to this agenda item attached is the application form which has been
essentially completed except for the needed exhibits, which will be included prior to final
submission to CIEDB.
Fiscal Impact:
The interest rate on the loan is locked in the month that the application is received. The current
rate for a 25-year loan is 3%. The loan will be repaid in semi-annual payments of approximately
$60,000 each. In FY 03/04, $105,000 was budgeted in General Government for the first year's
payments and for the restroom repair payments at five other stations. It is likely that only one
payment of $60,000 will be due this fiscal year. The remainder will be used for the lease
payment on the restroom repair financing.
The Verdemont Infrastructure Fee for new development was increased from $1,500 to $3,000 in
April of this year to increase revenue to assist with repayment of the loan.

WHEREAS, the California Infrastructure and Economic Development Bank ("Infrastructure
Bank") administers a financing program to assist local governments with the financing of
Public Development Facilities as described in Section 63000 et seq. of the California
Government Code (the "Act"); and
WHEREAS, the Infrastructure Bank has instituted an application process for financing under
its Infrastructure State Revolving Fund Program; and
WHEREAS, the City of San Bernardino desires to submit an application ("Financing
Application") to the Infrastructure Bank for the financing of the Verdemont Fire Station
("Project"); and
WHEREAS, the Act requires the Applicant to certify by resolution certain findings prior to a
Project being selected for financing by the Infrastructure Bank.
NOW, THEREFORE, the be it resolved by the Mayor and Common Council of the City of
San Bernardino as follows:
Section 1. The City of San Bernardino hereby approves the filing of a Financing
Application with the Infrastructure Bank for the Project; and in connection therewith
certifies:
a. the Project is consistent with the General Plan of both the City of San Bernardino
and, where applicable, the County of San Bernardino;
b. the proposed financing is appropriate for the Project;
c. the Project facilitates effective and efficient use of existing and future public
resources so as to promote both economic development and conservation of natural
resources.
d. the Project develops and enhances public infrastructure in a marmer that will attract,
create, and sustain long-term employment opportunities; and
e. the Project is consistent with the Infrastructure Bank's Criteria, Priorities and
Guidelines for the Infrastructure State Revolving Fund Program.
Section 2. This resolution shall become effective irnmediately upon adoption.

The City of San Bernardino acquired land in the North end of the City (known as the
Verdemont Area) in the summer of2002 to construct a Fire Station. A contract has been
executed with the firm of WLC Architects for professional design services for the
station. This new station will provide around the clock availability for fire and medical
emergencies by housing fire crews for each of 3 shifts. One fire engine and one brush
engine will be housed at the station.

Depending upon the policy decision related to the required levels of staffing at the
new station, the City of San Bernardino will hire nine to twelve new employees.

Explain how the proposed Project will contribute to an improved quality of life,
attractiveness and/or long-term economic competitiveness for the community.
The Verdemont area of the city of San Bernardino is in dire need of a Fire Station.
The area is the fastest growing development area in the city and is located near
Cajon Pass, which is at the epicenter of Santa Ana Winds. A wildland fire disaster
exists in this built-up urban area as it interfaces with the wildland and is contiguous
with the National Forest. The best tool in fighting wildland fires is a quick response
time.
In May of 2000, the City of San Bernardino adopted Emergency Service Delivery
Management and Planning Standards. Among the recommended standards is a 5-
minute drive time from station locations to arrival at emergency incidents less than
90% of the time. The 5-minute drive time standard calls for the addition of a fully
staffed fire station in the Verdemont area of the city (the City's 12th Station).
Currently, the average drive time to the Verdemont area is 11-12 minutes or longer.
The extra 6- 7 minutes could mean the loss of life and structure in many cases.
Consider that for every minute that passes in an Emergency Medical Response
situation, the victim has a 10% less chance of survival. Additionally, within an 8-
minute time frame a room will distill enough heat to create a "flash over" which
causes the fire to go beyond the room of origin.
The Verdemont area is the gateway to the city on the North and, until the last few
years, has been underutilized. The area was riddled with foreclosures in the late
1990s. However, the area is currently the highest area for potential growth and
development in the city. There are currently over 1800 homes in the area with a
projection of2100 new homes over the next 10 years. Not only is the Fire Station
in the Verdemont area necessary for health and safety reasons, it will be a great
economic catalyst in a growing community.

B. Environmental Protection (10 points maximum)

As provided in #27 D, this project will increase the emergency response time in the
fastest growing area of the city where a potential wildland fire disaster exists, which will
protect the environment. Additionally, the new station will meet or exceed all
requirements under Title 24 for energy efficiency. All design criteria meet requirements
of the San Bernardino County flood control district for run-off. This includes an oil
separator to catch all of the oil released when the fire truck is washed in an effort to
restrict storm water contamination.

With oversight provided by Mike Grubbs, City of San Bernardino's Registered Civil
Engineer, the daily administration and construction management of the building of the
new Fire Station will be managed by James Sharer, Director of Facilities Management
and performed by David Taylor, Facilities Management Department Project Manager.
This award winning Team provides a strong management resume in the design,
construction, and operation of capital improvement projects including fire stations and
similar larger facilities.

A resolution approving submission of a loan application to fund construction of the
Verdemont Fire Station was approved by MCC on September 2, 2003. The title of the
resolution is as follows:
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING SUBMISSION OF A FINANCING
APPLICATION TO THE CALIFORNIA INFRASTRUCTURE AND ECONOMIC
DEVELOPMENT BANK FOR FINANCING OF THE VERDEMONT FIRE
STATION AND APPROVING CERTAIN OTHER MATTERS IN CONNECTION
THEREWITH
Upon review ofthe application, the loan bank discovered that the sample language the
bank provided regarding project consistency with the County's General Plan was not
included in the resolution. Although Valerie Ross, City Planner, and Huston Carlyle,
Assistant City Attorney, disagree with the bank regarding the language, the bank will not
approve the application without it. Regarding this matter, Huston agreed that the
language does not change the meaning of the resolution in any manner; and therefore, the
resolution may be amended without further Council approval. The changes are as
follows:
Section I (a) currently reads:
the Project is consistent with the General Plan of the City of San
Bernardino;
The attached amended resolution Section I (a) will now read:
the Project is consistent with the General Plan of both the City of San
Bernardino and, where applicable, the County of San Bernardino;
