Motion on 8-4-03 approving the implementation of the proposed Records reorganization in the Police Department for FY 2003-04. Resolution #1999-324, on 12-20-99, authorizing the Purchasing Manager to issue a services agreement and an annual purchase order, with the option of five one-year extensions, to the Wackenhut Corporation, Inc. BACKGROUND As part of the budget reduction strategies for FY 2003-04, the police department submitted a proposal to reorganize the Records Bureau. Implementation of this budget reduction package will increase efficiency within the Records Bureau, improve the delivery of service to the public, and cause significant budget savings for FY 2003-04 and the following rwo fiscal years. On July 28, 2003, the Personnel Committee approved the recommendations contained in the Records reorganization proposal and referred them to the full Council for their consideration. On August 4, 2003, City Council approved a motion authorizing the implementation of the proposed reorganization. The City Council further approved Resolution #2003-223 adopting the City's General Fund budget for FY 2003-04. The adopted budget reflects the salary increases for the additional city positions associated with the reorganization as well as reduction of funds in the appropriate expenditure accounts. On July 15, 2003, a certified letter was sent to the Wackenhut Corporation notifying them that their Services Agreement for clerical support services in the Records Bureau would be tenninated effective August 31, 2003. The letter provided them will the 30-day notice required in Section 4 of the Services Agreement and Resolution #1999-324. This will provide sufficient time for the newly hired city employees to receive training and avoid an interruption of services. The cost of continuing the Services Agreement from July 1, 2003 through August 31, 2003 is estimated at $34,311.78. This action will not reduce the projected savings associated with the Records reorganization. FINANCIAL IMPACT The Police Department's adopted budget for FY 2003-04 includes $118,400.00 for Other Professional Services in Account #001-222-5505, including outsourcing clerical support services in the Records Bureau. There will be sufficient remaining monies in this account for the remaining budgeted line items.
