Description) Park Construction Fund Finance: Council Notes: j?,:fSO, ;).DO ~ - ::Lip 1 Agenda Item No. 013 71d-If/OD e e e CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Finance Director or her designee to execute a Purchase Order to Athletic Field Specialists for the design and installation of irrigation system improvements for two (2) baseball fields and park located at Nicholson Park. Background: The project' will replace the current hydraulic irrigation system at two (2) baseball fields and park area at Nicholson Park and was approved in the Prop. 40 Per Capita Grant Program by Resolution 2003-296 and included in the CIP for 2003-04. The current irrigation system is outdated and repair costs would be substantial. In addition, a significant amount of downtime would be necessary to repair the hydraulic valves. The new irrigation system will operate more efficiently and reduce water consumption. The Parks, Recreation and Community Services Department prepared the appropriate specifications that were provided to the Purchasing Department, Division of Finance. The Purchasing Department then advertised contract bid documents in the San Bernardino County Sun newspaper and the City's Web site. Bids were publicly opened and declared on May 25, 2006. A mandatory job-walk was conducted on May 11, 2006. The companies listed below attended: Companv Citv Athletic Field Specialists Siapin Horticulture, Inc. Community Works Design Highland, CA Pico Rivera, CA Riverside, CA The following bid was received: Companv Bid Athletic Field Specialists $91,296.20 Financial Impact: Funding in the amount of $101,296.20 is contained within the Park Construction Fund. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE FINANCE DIRECTOR OR HER DESIGNEE TO EXECUTE A PURCHASE ORDER TO ATHLETIC FIELD SPECIALISTS FOR THE DESIGN AND INSTALLATION OF IRRIGATION SYSTEM IMPROVEMENTS FOR TWO (2) BASEBALL FIELDS AND PARK LOCATED AT NICHOLSON PARK. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Mayor of the City of San Bernardino or his designee is hereby authorized to execute a purchase order to Athletic Field Specialists in the amount of$91,296.20 with a contingency amount of $10,000, but such award shall be effective only upon being fully executed by both parties for the irrigation system improvements for two (2) baseball fields and park at Nicholson Park. Pursuant to this determination the issuance of a purchase order by the purchasing Manager or designee to Athletic Field Specialists in an amount not to exceed $101,296.20 is hereby authorized and all other quotations therefore are hereby rejected. SECTION 2. The authorization granted hereunder shall expire and be void and of no further effect if the agreement is not executed by both parties and returned to the Office of the City Clerk within 120 days following effective date of the Resolution.
