Subject:
Authorization to implement a Residential Parking Permit Program on residential streets located
north of Pacific Street and west of Arden A venue in the vicinity of the San Bernardino Soccer
Complex.
Background:
The City has received numerous complaints relative to on-street parking from the residents of
the neighborhood that is generally located north of Pacific Street and west of Arden A venue.
This neighborhood is located near the San Bernardino Soccer Complex and is entirely
residential. Visitors to the soccer complex park on the neighborhood streets causing several
concerns for the residents including the unavailability of on-street parking, parked vehicles
blocking driveways, and littering problems. These concerns are typically limited to weekends
when the soccer complex holds tournaments.
To resolve this undesirable situation, staff recommended the implementation of a "Residential
Parking Permit" program on these streets. The program basically entails implementing a "No
Parking" zone where residents displaying a permit/placard would be exempt from the parking
prohibition. However, in order for this type of program to be successful, an overwhelming
amount of support is needed from the affected residents. This type of program was previously
recommended for this area; however, the recommendation did not proceed due to lack of
support.
Recently, the help of the San Gorgonio Neighborhood Association was enlisted. With the
concurrence of the association, it was recommended that the proposed parking prohibition be
limited to Saturdays and Sundays between the hours of 7:00 a.m. and 4:00 p.m. on each of
these days. These are typically the days and times when tournaments are held at the complex.
As stated before, residents of the restricted areas would be exempt from the parking
prohibition provided that they display a parking permit/placard issued by the City. Per the
Municipal Code, up to four permits could be issued per residence; however, additional permits
may be issued (for one day) so that guests can park on the street for special events. Failure to
display the parking permit may result in the issuance of a parking citation.
A petition requesting a "Residential Parking Permit" program was prepared by staff and
circulated by members of the San Gorgonio Neighborhood Association. The Association
limited circulation of the petition to the area shown on the attached vicinity map.

The following is a summary of the responses that were received as a result of the petition:
There are one hundred-ten (110) properties within this area.
. Ninety-eight (98) of the residents (89%) signed the petition agreeing to the installation of
the residential parking permit program.
. Twelve (12) of the residents (11 %) did not sign the petition. This was due to the fact that
the houses are currently unoccupied, or that the residents did not answer the door.
In view of the support demonstrated for the proposed "Residential Parking Permit" program,
staff recommends that it be implemented on the following street segments:
. Arden Avenue - West Side - Be tween Pacific Street and 400 feet north of 17"' Street
. 17"' Street - Both Sides - Between Guthrie Street and Arden Avenue
. 18"' Street - Both Sides - Between Guthrie Street and Dumbarton Avenue
. Dumbarton Avenue - Both Sides - Between the end of Dumbarton A venue south of 17'h
Street and 18"' Street
. Hudson Avenue - Both Sides - Between the end of Hudson A venue south of 17"' Street
and 17"' Street
. McKinley Street - Both Sides - Between the end of McKinley Street south of 17"' Street
and 17"' Street
. Newcomb Street - Both Sides - Between the end of Newcomb Street south of 17"' Street
and 17"' Street
Consequently, staff recommends . that the attached Resolution be adopted authorizing the
implementation of a "Residential Parking Permit" program on the above-referenced street
segments.
Financial Impact:
The estimated cost of $ 6,000 for installing the "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).

Petition to Implement Residential Parking Permit Program in the Vicinity of
the San Bernardino Soccer Complex
aWe the residents of the area west of the San Bernardino Soccer Complex do hereby petition the City of
., San Bernardino to implement a residential parking permit program on our street. We understand that if
this program is approved, a "No Parking Saturdays & Sundays Between the Hours of 7 A.M. and 4
P.M." zone shall be implemented in front of our residences and four preferential parking permits shall
be issued to each of the residences exempting us from the parking prohibition. Additionally, we
understand that the parking permit must be displayed at all times (during the days/times of the
restriction) when the vehicle is parked on the street otherwise a parking citation may be issued.
