Code Compliance includes a budget line item for Los Padrinos to perform blight eradication and other services for the City ($189,000 of the $1,815,400 is for Los Padrinos). The Los Padrinos total contract is $488,000 of which the City's General Fund provides $224,000 and CDBG is suppose to make up the difference of $264,000. However, at the time of the April 2003 appropriation, Staff inadvertently left out the sum of $75,000 which was necessary to complete the contract obligation for Los Padrinos. San Bernardino Convention & Visitors Bureau (CVB) - Route 66 "Cruisin' Hall of Fame Museum" In response to numerous public and private forums regarding ways to stimulate downtown revitalization, and to provide a means to educate the community and visitors around the country on the importance and historical significance of Route 66, the San Bernardino Convention and Visitors Bureau (CVB) is proposing to create a Route 66 "Cruisin' Hall of Fame Museum" which will capitalize on the national reputation of the City's annual Route 66 Rendezvous. The program will consist of collecting, recording, preserving, studying and interpreting the heritage and cultural impact of twentieth century overland transportation from Chicago to Santa Monica on Route 66, with a unique emphasis, of incorporating the history of the hot rod cruising era and the featuring of "Cruisin' Hall of Fame" inductees. This collection will also afford CVB an opportunity to offer lectures and an educational program to the public. CVB currently has an opportunity to lease a building for establishment of the Museum in downtown San Bernardino, located at 480 W. Court Street, for approximately $72,000 a year. This building that has been vacant for more than two (2) years. Moreover, based on the initial business plan for the Museum, CVB anticipates the first year start up costs to be $250,000. This includes the following expenses: rent ($72,000), equipment, architectural and design work for the necessary improvements to the building, marketing supplies, utilities, administration, and funding for the possible retention of a grant writer, etc. The budget for the museum would come from CDBG (48%), other grants, (37%), public contributions, CVB, and others (15%). Once the funds are in place for the first year and the lease is secured, the goal would be for CVB to be self-sustaining after the first year of operation based on the following potential revenue sources: Visitor Brochure Rack, Merchandise Sales, Food/Beverage Sales, Fundraisers, Sponsorships, Memberships, Donations, Grants and Foundations. See attached one (1) year budget, revenues and expenses (Exhibit "A"). This would have enabled them to fund, in part, the one-time start-up costs of the Museum. However, because of the budget crisis, the City has elected to retain the approximate 22% ($112,000) ofthe $509,000 that under normal circumstances would accrue to the CVB. ENVIRONMENT AL IMPACT: All National Environmental Protection Act (NEPA) actions will be adhered to prior to the release of any CDBG funds for the programs noted herein. FISCAL IMPACT: Under the April 2003/2004 approved Annual Plan of the City's Consolidated Plan, there is $195,000 in unallocated CDBG funds that can be reprogrammed for the uses set forth in this Staff Report. No one knows better than we, the devotion, throughout the world, for Route 66. Each year, thousands travel the entire length of it, from Chicago to Santa Monica, enjoying the unique magic of early roadside America. Those individuals and communities who are aware of and understand this phenomenon have profited handsomely. Many once-dilapidated motels, hotels, cafes, trading posts and other properties along the route have been restored and are now thriving businesses. Communities have, among other projects, introduced Route 66 museums in old deserted buildings and have had murals painted that depict their cities' Route 66 history. In addition to the obvious economic value this expanded tourism would bring San Bernardino, community pride based on a recognition of heritage and a sense of having roots, would follow. Route 66 is the most famous and historic road in America and your city is an important part of it. Currently, San Bernardino is what is termed a "bypass" community by Route 66 travelers. They stay on the freeway and don't enter it because there is little or nothing to see that interests them. This is what the museum could change. Naturally, once the museum became a destination, other businesses would sprout up to serve them. Because heritage tourists tend to stay longer and spend more, this influx would also contribute to the profits of your existing lodging and dining establishments. . . In summary, it is time to move on this. The global interest in Route 66 grows and grows, there is an ideal museum building available downtown and there is a dedicated committee ready to go to work. This action could duplicate Old Town Pasadena. I remember a few short years ago, that stretch of Colorado Boulevard was boarded up and all but deserted. Then, in went a few quality businesses, the city got behind them, and look at it now. Don't miss a golden opportunity to start revitalizing your city. Sincerely, David M. No one knows better than we, the devotion, throughout the world, for Route 66. Each year, thousands travel the entire length of it, from Chicago to Santa Monica, enjoying the unique magic of early roadside America. Those individuals and communities who are aware of and understand this phenomenon have profited handsomely. Many once-dilapidated motels, hotels, cafes, trading posts and other properties along the route have been restored and are now thriving businesses. Communities have, among other projects, introduced Route 66 museums in old deserted buildings and have had murals painted that depict their cities' Route 66 history. In addition to the obvious economic value this expanded tourism would bring San Bernardino, community pride based on a recognition of heritage and a sense of having roots, would follow. Route 66 is the most famous and historic road in America and your city is an important part of it. Currently, San Bernardino is what is termed a "bypass" community by Route 66 travelers. They stay on the freeway and don't enter it because there is little or nothing to see that interests them. This is what the museum could change. Naturally, once the museum became a destination, other businesses would sprout up to serve them.
