If (/'1/03 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION ST AFF REPORT Subiect: Authorization to install stop signs on Congress Street and Belleview Street at "J" Street. Backl!round: The Traffic Engineering section received a request from a citizen, via the Council Office, to install stop signs on Congress Street at "J" Street. The requestor feels that installing a two- way stop at this intersection would greatly enhance traffic and pedestrian safety. He is particularly concerned with the safety of students from nearby Lytle Creek Elementary School who use this intersection as a path of travel to and from school. Traffic Engineering staff evaluated the request. The study was expanded to include the intersection of "J" Street and Belleview Street. This intersection is similar in nature and is located just north of the intersection of Congress Street and "J" Street. Both of these intersections are currently uncontrolled. They are located in an entirely residential area, but Lytle Creek Elementary School is located just south of these intersections. Consequently, there is a substantial number of school pedestrians travelling through this intersection. Additionally, the Traffic Engineering staff found that both of these intersections have limited visibility caused by shrubs and fences. The following traffic volumes were recorded near these intersections: "J" Street south of Rialto Avenue carries approximately 800 vehicles, Belleview Street west of "I" Street carries approximately 530 vehicles, and Congress Street west of "I" Street carries approximately 1,000 vehicles per day. Although the volumes are relatively low, staff recommends that two- way stop signs be placed on both of these intersections. For consistency within this area, it is recommended that the stop signs be placed on both Belleview and Congress Streets approaches to "J" Street, even though the volumes on Congress Street were measured 200 vehicles higher than "J" Street. Staff believes that this action will help mitigate the visibility problems at these intersections. Additionally, it will help alleviate the concerns relative to school pedestrian safety. These streets satisfy State Warrants for tw%ne-way stop control. Financial Impact: The estimated cost of $800.00 for installing the new stop signs will come from Account No. 001-187-5111 (Signing and Striping Materials). Recommendation: Adopt Resolution. 2 .
