Synopsis of Previous Council Action:
June 30, 2003 - Council adopts Resolution 2003-144, authorizing the City of San Bernardino to
establish 2003-2004 expenditures for the month of July only, at one-twelfth the proposed levels
contained in the Preliminary Detail Budget for the 2003-2004 Fiscal Year, or as needed to pay
the authorized costs incurred for the month of July, 2003 only, pending final approval of the
2003-2004 budget.

Resolution authorizing the City of San Bernardino to establish 2003-2004 expenditures for the
month of August only, at one-twelfth the proposed levels contained in the Preliminary Detail
Budget for the 2003-2004 Fiscal Year, or as needed to pay the authorized costs incurred for the
month of August, 2003 only, pending final approval of the 2003-2004 Budget

On June 30, 2003, the Mayor and Council adopted Resolution 2003-144, which establish 2003-
2004 expenditures for the month of July only, at one-twelfth the proposed levels contained in the
Preliminary Detail Budget for the 2003-2004 Fiscal Year, or as needed to pay the authorized
costs incurred for the month of July, 2003 only, pending final approval ofthe 2003-2004 budget.
This action was light of the State's budget situation, and the likelihood that the State's budget
shortfall may impact the City's budget. At the time of this writing, the State has still not adopted
a budget for FY 2003-04. Furthermore, it appears that it may be some time before that action is
taken.
The proposed resolution will authorize City expenditures for the month of August 2003 under the
same terms as was found in the July 2003 resolution. Additionally, at the Mayor's direction,
staff is developing a budget-balancing plan for the consideration of the Council at the August 4
Council meeting. If this plan is approved, it will allow the City to adopt its FY 2003-04 budget.
Financial Impact:
This resolution authorizes continuing expenditures for the month of August 2003.

WHEREAS, the Mayor and Common Council. having held budget hearings on Junel2,
2003, June 19,2003, June 26, 2003 and June 30, 2003, and having adopted Resolution No. 2003-
144, desire to establish 2003-2004 expenditures for the City of San Bernardino for the month of
August only, at one-twelfth the proposed levels contained in the Preliminary Detail Budget for the
2003-2004 fiscal year, or as needed to pay the authorized costs incurred for the month of August,
2003 only, pending final approval of the 2003-2004 budget.
)';OW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:
SECTION I. The Mayor and Common Council hereby authorizes the City of San
Bernardino to establish 2003-2004 expenditures for the month of August only, at one-twelfth the
proposed levels contained in the Preliminary Detail Budget for the 2003-2004 fiscal year, or as
needed to pay the authorized costs incurred for the month of August, 2003 only, pending final
approval of the 2003-2004 budget.
SECTION 2. This Resolution shall take effect upon the date of its adoption.
