Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to apply for and accept a California Seat Belt Compliance Campaign mini
grant from the State of California Office of Traffic Safety in the amount of$20,167.
BACKGROUND
On September 23, 2002, Resolution #2002-311 was adopted, ratifying submittal of a grant
application to the Office of Traffic Safety for the California Seat Belt Compliance Campaign
mini grant. The amount approved was $11,790. That amount was modified on 3-14-03 to
$18,066. The State of California Office of Traffic Safety (OTS) awarded the funds for a seat belt
awareness national campaign. This was a two-part program, which used a law enforcement zero
tolerance for seat belt violations. The focus ofthis campaign was on occupant safety.
City residents were notified of this campaign via inserts in their monthly water bills prior to the
start of the program. It should be noted that the flyers were printed in multi languages to reach
English and non-English speaking residents alike.
Prior to and immediately following the campaign dates, a blind survey of compliance was
required to be completed. This entailed an officer (in an unmarked unit) monitoring a state
identified location for compliance levels. In November 2002 our pre-event compliance was
79%, post-event was 84%. In May 2003 pre-event compliance was 87% and post-event was
93%, exceeding the state goal of 92%. During this campaign over 400 citations were issued
throughout the city.
On June I, 2003, the Office of Traffic Safety sent the Police Department a notice that they are
currently awarding local law enforcement agencies funds through a mini grant for increased seat
belt enforcement. The mini grant is for overtime and reporting costs related to increased
enforcement, during a two-week long period known as the California Seat Belt Compliance
Campaign (SCBCC). The mobilization period is November 17 - 30, 2003.
The CSBCC goal is to increase seat belt use statewide to 94% in 2004 through the combined
efforts of the California Highway Patrol (CHP), OIS, and local law enforcement. The strategy is
to focus public information and enforcement on persons who fail to use their seat belts. The
CHP will coordinate the public information element of the campaign for three weeks prior to and
during the mobilization periods. Local law enforcement is responsible for enforcement actions
only.
After careful consideration of balancing resources with needs, a deployment plan was developed
for the mobilization period consisting of one sergeant and five police officers. The total amount
of overtime dedicated to this program will be approximately $20,167. There is no matching fund
requirement.
On 6-10-03, the new grant proposal was presented to the Ad Hoc Grant Committee and approved
to be forwarded to the full Council.
FINANCIAL IMPACT
There is no financial impact on the City's General Fund.

Traffic Safety Mini Grant in the amount of 520,167. The grant is for overtime and reportmg
costs related to increased enforcement during the Califomia Seat Belt Compliance Campaign.
Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate
fom1 (OTS-38E), contained in the Office of Traffic Safety Grant Agreement.
