SUBJECT
Resolution ratifying participation in the FY 2003 State Homeland Security Grant Program
(SHSGP) Part I and Part II submitted by the San Bernardino County Fire Department, Office of
Emergency Services.
BACKGROUND
Application time frames for Part I and Part II of the FY 2003 SHSGP were very short. Because
of this, the Fire Department submitted the required budget detail and subsequently presented the
issue to the Grants Committee. The Grants Committee directed the Fire Department to submit a
request to Mayor & Council for ratification of the grant participation submittal.
The FY 2003 SHSGP grant seeks to build on progress toward enhancing the capabilities of state
and local first responders by allowing for the purchase of equipment to enhance homeland
security. The performance period for the grant will start when awarded and will end on October
31,2004.
Operational Areas (OA) are required to submit a single grant application package to the
California Office of Homeland Security that represents the consensus of the OA Approval
Authority. San Bernardino County Fire Department, Office of Emergency Services (OES) is
required to administer the grant.
The deadline for submittal of the FY 2003 SHSGP-Part I grant application to California Office
of Homeland Security was May 14, 2003. The City was required to submit the budget detail
worksheet (attachment A and B) on May 7, 2003 to OES. The FY 2003 SHSGP-Part II grant
application was available on May 28, 2003 and the budget detail worksheet (attachment C) was
due to OES on June 5, 2003.
The Fire Department is requesting ratification of approval to continue participating in the FY
2003 SHSGP Part I and Part II grant submittal to purchase radios, emergency medical service
equipment, turnout coats and pants, and self-contained breathing apparatus.
FINANCIAL IMP ACT
The City of San Bernardino will receive funding in the amount of $38,508 for EMS and Fire
equipment from the FY 2003 SHSGP-Part I; and $155,342 from Part II. In addition, Part I has
been allocated exercise funds in the amount of $8,811 to plan for, design, develop, conduct and
evaluate exercises for emergency responders.
There is no match requirement associated with this grant and is 100% federally funded.
Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore,
the City will request reimbursement for expenditures through the County subsequent to
expenditure.
